CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPOSED CHANGE <br />Applicant proposes to: <br />1) Demolish the existing Stage House and construct a new and larger stagehouse <br />including enclosure of pedestrian alley for egress. New stagehouse to <br />include integral architectural signage. <br />2) Remove existing awning canopy and illuminated message board and install new <br />Marquee(s) <br />3) Replace miscellaneous secondary exit doors at alley locations <br />4) Generally rehabilitate the exterior features including repointing, <br />rehabilitation of main entry doors, minor window repairs and painting. <br />All per documentation submitted. <br />STANDARDS <br />The Preservation Guidelines for Local Landmarks state: <br />C. Renovations and Additions <br />2. When a landmark poses a threat to <br />the public safety, and demolition is the only alternative, documentation by <br />way of photographs, measured drawings, or other descriptive methods should be <br />made of both the exterior and interior of the landmark. The person or agency <br />responsible for demolition of the landmark shall be responsible for this <br />documentation. <br />RECOMMENDATION <br />This project includes work at both the Morris and the Palais Royale. Though <br />connected and appearing as one building, the two are separate' and individual <br />as legal building entities. The Morris is a designated Local Landmark and is <br />listed in the Multiple Resource Area listing. of the National Register of <br />Historic Places. The Palais is not a Local Landmark but is individually listed <br />on the National Register. Inasmuch as the project is being designed and <br />contracted as a single project the documents submitted make reference to <br />changes which require COA and which do not (e.g. the marquee at the Morris <br />requires approval whereas the marquee at the Palais does not). <br />The first issue of major concern is, of_course, the demolition of the -existing <br />-- stagehouse which is of sound condition. The present facility has, however, <br />been found deficient for programmatic requirements in' the staging of modern <br />road—show productions. As,the principal venue for. such productions, not only <br />in South Bend, but in the Michiana region, it is apparent that this major <br />alteration is necessary for the historical theater to continue its established <br />role in the community. <br />
