CERTIFICATE OF APPROPRIATENESS STAFF REPORT PROPOSED CHANGE Applicant proposes to: 1) Demolish the existing Stage House and construct a new and larger stagehouse including enclosure of pedestrian alley for egress. New stagehouse to include integral architectural signage. 2) Remove existing awning canopy and illuminated message board and install new Marquee(s) 3) Replace miscellaneous secondary exit doors at alley locations 4) Generally rehabilitate the exterior features including repointing, rehabilitation of main entry doors, minor window repairs and painting. All per documentation submitted. STANDARDS The Preservation Guidelines for Local Landmarks state: C. Renovations and Additions 2. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. RECOMMENDATION This project includes work at both the Morris and the Palais Royale. Though connected and appearing as one building, the two are separate' and individual as legal building entities. The Morris is a designated Local Landmark and is listed in the Multiple Resource Area listing. of the National Register of Historic Places. The Palais is not a Local Landmark but is individually listed on the National Register. Inasmuch as the project is being designed and contracted as a single project the documents submitted make reference to changes which require COA and which do not (e.g. the marquee at the Morris requires approval whereas the marquee at the Palais does not). The first issue of major concern is, of_course, the demolition of the -existing -- stagehouse which is of sound condition. The present facility has, however, been found deficient for programmatic requirements in' the staging of modern road—show productions. As,the principal venue for. such productions, not only in South Bend, but in the Michiana region, it is apparent that this major alteration is necessary for the historical theater to continue its established role in the community.
