CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION —1998-1130 <br />PROPERTY — 619 Riverside Drive <br />South Bend, IN. <br />OWNER — Michele Gelfman <br />DESIGNATION — LHD-RB <br />RATING — Contributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built by developers Hammond & Whitcomb in 1914 and rented to John & <br />Bessie Herdman until 1919. In 1920 the house was sold to Nelly Elizabeth Metzgar and her <br />family. Mrs. Metzgar, the widow of Edward Metzgar, had four children, Elizabeth, Anna, <br />Delos and Wilbert. The Metzgar women resided at this address together. Miss Elizabeth and <br />Miss Anna were elementary school teachers. Anna passed away in 1920 and her mother, Mrs <br />Metzgar followed in 1926 leaving the house to her daughter, Elizabeth. Miss Metzgar <br />continued to reside in this house until 1936, when she converted the house into a rental. She <br />owned the house until 1945 she sold the house to Nathaniel & Dorothy Bessell and moved to <br />Texas. Mr. Bessell was an investment broker, he rented the house to Alex & Barbara Fredrick <br />Jr. He sold the house to Mr. & Mrs. Fredrick in 1949 who in turn sold it the same day to John <br />& Jenny Williams. Mr. Williams was a projectionist at the State Theatre, they resided here <br />until 1974 when the house was sold to Florence Fidler, widow of Clifford Fidler. She lived in <br />the house until 1993 when it was sold to the current owner, Michele Gelfman. <br />PROPOSED CHANGE <br />Applicant is proposing to remove a side deck and replace it with an enclosed addition that <br />would extend the roof line to meet the existing roof line. <br />STANDARDS <br />The Preservation Guidelines for River Bend Historic District state: <br />b) ....The Guidelines for the River Bend District follow the Rehabilitation Model.... <br />III. New Construction <br />III.A. Required <br />Additions to existing buildings shall be related in height and proportion to the existing <br />structure. <br />III. A. Prohibited <br />Additions that would add new height or change the existing facade of a building and change its <br />scale and architectural character may not be constructed. <br />
