CERTIFICATE OF APPROPRTATENFSS STAFF REPORT <br />RECOMMENDATION <br />The Department <br />of Public - Works ha presented e propo <br /><;al to rehabilitate <br />the <br />streetlighting <br />system of thr entire East Wayne Street <br />Local Histoi-10 District: <br />It. is important <br />to note_ that in addi ti.on to the guidelines <br />adopted by the <br />East <br />Wayne Street <br />property owners, cons ideration• is <br />also . guided by <br />the <br />recommendations <br />of the Mayor's Historic Streetlight <br />Committee, August, <br />1990 <br />(see attached). <br />In general, 'this plan - proposes to, replace all lighting fixtures and poles <br />'within the district with new fixtures and poles and to rewire all systems <br />including 'the introduction of 4 service distribution boxes, three of which are <br />streetside. The light:iiig f:ixtiares are to be Herwi.g HWJ -A as illustrated in the <br />catalog cuts ' NnclosF•cl supporting a 100 watt, 9500 lumen high pressut•e Sodium <br />lamp. This light fixture is equivalent in d(- asigcn to the original fixtures, <br />many of which remain in service. <br />Poles are proposed fcir replacement wi t:h one of two van i et: i es depending on <br />location: Shakespeare BP2O at Jefferson Street locations, and Tradit Jotaal <br />DB 700X1,3 at all other . locations. The' ShaRespeare post , is selected for <br />similarity''of -form to the original cast. iron fixtures at this area in a more <br />economical plastic mat:ir.ial which should also relieve impact darn:age in auto <br />accident which connnonly damage 'the existing posts along -Jefferson. The <br />Traditional concrete posts are selected for "similarity to orriginal. posts <br />throughout Sunnymede subdivision. This post deviates from the histori'cal'posts <br />in that it is two feet taller. <br />The proposal states that those posts and lighting fixttres which are foulid to <br />be whole or. salvageable shall be stored and restored for fixture -or parts <br />'replacement in other tie i ghhorhoo(ls which retain similar lighting. <br />Though Staff applauds the efforts to improve set-vice in this ni- igliborhood with <br />this proposal, cert.aiit elements of.' the- project require discussion and <br />Analysis. The locations 'of service boxes in-tree lawns is unfortunate though <br />mid- block' locations on side streets may'' present the 'most obscure locations <br />available in a neighborhood generally not served by alleys'. Replacement of <br />posts with higher post design i.; a notable deviat.ion. liowever expressions iri <br />the Guidelines and in the Mayor's Committee's Report indicate a concern for <br />a6ple and even lighting which elevated fixtures will assist.. in providing. <br />' The most pressing dilemma .is" in the ,is sue of total. removal of actual historic <br />material from the neighborhood (and - expressly - for i e -n ,H" in other <br />neighborhoods) in- preference for r•epr•oduction material which though similar is <br />not the historical original'. This is contrait►d.icated by the guidelines wliich <br />state•that "Whenever possible, original features should he r.ostored. Tf older <br />light fixtures' are taken down in the ci.ty; they should be reserved for use in <br />the historic district ".' Staff acknowledges that this committee may never have <br />considered a r.eliabiIit .program of the scope under review and drat the <br />language of this report implies a more piecemeal appt•oat:l►. However, the <br />obvious conflict between the guidelines and the - present proposal make it <br />.impossible for Staff to rec:onimend "approval. Though time has not permitted <br />caeeful`.Analysis of the DPW's inventory, it appears that with the exception of <br />rust, approximately half of the lighting fixtures are iu "good condition "and <br />approximately one third 'of poles are rated "good ".'We can imagine the possible <br />efficiencies and benefits of tb6 plan as proposed, but: Stuff feels that DPW <br />
