CERTIFICATE OF APPROPRIATENESS -STAFF REPORT -' <br />APPLICATION = - <br />_ <br />PROPERTY -- 735 Bronson <br />South Bend, IN <br />OWNER -- Ronald Farr <br />DESIGNATION -- LHD -EP <br />RATING. -- Noncontributing NC _ <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This•house was built in 1892 by-William' Harper,- founder of- Harpers Court <br />..Addition. Mr. Harper sold the house to Levi Cottrell'in December of 1892 for <br />$500.00. Mr. Cottrell was'born in 1831 in Greene Township. He served in the <br />Civil War and was a member of. the Auten Post; No.8. Mr. Cottrell owned the <br />house until his-death in March of 1919 "at which time it was inherited by his <br />daughter - , Lillie Armstrong. Mrs. Armstrong sold the house to Kalman Pell in <br />1920 Mr.�Pell was a cabinet maker and an employee of Studebaker Corp: Mr. <br />Pell,and hi - s wife, Vera, were born.in Hungary and came to South Bend in 1905. <br />They resided at the house until 1941 when Mr: Pell` sold it to John C. Moxin.' <br />.Mr. Moxin was born in'Pennsylvania in 1892 and married Mary Jarin in 1914. <br />Mr: Moxin was employed�by the Studebaker Corporation for 30 years as'an <br />assembler. Mr. Moxin'sold the house to after his wife's death in 1974 to <br />Frank Fot•ia. Mr. "Fotia used the.house, as a rental until 1937 when he sold it <br />to Ron Farr. Mr. Farr.owns several rentals in the Edgewater Place Historic <br />District. <br />PROPOSED CHANGE <br />Applicant is proposing to install a window on the South East corner -of the <br />'front projection of the house. The window would be 39 1/2" K 65 double hung, <br />,white. window, with screen. <br />STANDARDS <br />The Preservation Guidelines for Edgewater Place Historic District state: <br />b)'. ..The Guidelines for the Edgewater Place District follow the <br />Rehabilitation Model.... = <br />II. Existing Structure - <br />'I:C.3. Prohibited <br />New windows or door openings that would "alter -the scale and proportion of the <br />building may not -be introduced. <br />RECOMMENDATION : - <br />It'is'difficult to discern from existing conditions whether a window was <br />originally existing at this location. subject wall'surface.is now entirely <br />cgvered by a remodeling siding which has removed or.obscured earlier details . <br />of windows and doors-.. "The presence of a.s -ingle double.hung window centered in <br />the wall be consistent with residences of this type <br />cottage), however, this would be am secondary window location. The proposed <br />window is consistent in size and proportion with the.nearby existing window on <br />the front elevation. Most if not all - existing windows are recent replacement <br />windows of .1 /l sa'sh.•Trim issue are not discussed in the application - <br />Staff• infers -that the proposed window will' be trimmed `in "J" channel <br />consistent with other windows. = <br />
