r <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1998 =0407 <br />PROPERTY = =,1610 East Wayne <br />South Bend, IN <br />OWNER -- Karen - McGrew <br />DESIGNATION -- LHD -EW <br />RATING -- Contributing C /10 <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />Whitcomb and Keller built this H.R. Stapp designed English Country house in <br />1929. It remained-.vacant until 1931 when the.designer, H.R.. Stapp and <br />wife, Eva, purchased the property. Stapp was ari.architect; employed by the <br />Whitcomb and- Keller Corporation, -for whom he designed many, of the houses", <br />located in the Sunnymede area. By the mid -1940s Mr. Stapp opened his own <br />- architectural firm,in the City National Bank Building. The Stapp's -lived in <br />the.house until 1943 when it was sold to Jack & Mildred Pace. .Mr. Pace was <br />the president of Pace's Service located at 601 S. Michigan Street: The Pace's <br />lived in the house until their deaths at which the house passed on to <br />Walter.and..,Bernice Pace.* Walter Pace sold the house.to the current owners, <br />Daniel.and,Karen McGrew'in 1974. <br />PROPOSED CHANGE -r <br />Applicant 'proposes to replace the existing metal casement windows with new <br />energy efficient, Pella windows', enclose the existing screen porch, <br />construct a new, ,room above the - screened porch, and construct a new screen <br />porch ".at ; the rear•'of the-house. ' <br />STANDARDS'-' <br />The Preservation•Guidelizies for East Wayne Street Historic District: <br />b)....The Guidelines for the East Wayne'Street- District follow the <br />Rehabilitation Model.... <br />II.C.1. Required <br />Original windows and doors, including sash, lintels,- sills, shutters; <br />decorative glass, - pediments,; hoods•, -and hardware shall:•.be retained or when <br />deteriorated beyond repair, replaced with units and trim resembling the <br />original. <br />j <br />II.C.2. Recommended <br />For energy efficiency, steel casements may require interior storm windows. If <br />steel casement windows have to be replaced or removed, windows, of similar size <br />and style used. <br />II . C,.3 . - Prohibited `- <br />Original windows; doors, and hardware shall not be discarded when they can be <br />restored and reused in place. New windows or door openings that would alter <br />the scale and proportion of the building shall not be introduced.. <br />Inappropriate new window or door features such as metal insulating glass <br />combinations that, require the removal of original windows and doors shall not <br />be <br />"II.D.1.
