CERTIFICATE OF APPROPRIATENESS STAFF REPORT
PROPOSED CHANGE .
Applicant proposes.to'erect a new three bedroom Ranch style home and a 30 X.40
foot pole barn on the.newly created lot number 1 of Anthony Harmon's.
STANDARDS
Landmark guidelines do hot.-address new construction at a landmark sight other
than.additions existing structures.
RECOMMENDATION
This Landmark.was• originally established as a farmstead with 22 associated
acres,- mostly in.farm field and approximating a.square site plan.- Around the
mid 1980s the Landmark buildings "were'sold on a reduced parcel of
approximately 5.2 acres leaving an "L." shaped•outlot.of approximately 16.8
acres. This• "parcel has subsequently been purchased by the applicant and
established as a single loi'subdivi_sion for proposes of constructing a single
family dwelling -as represented"by the plans submitted.
The and.accessory - pole barn °are to be located- toward the north
end of the *:: 6gtlot,. remote ;from the historical buildings and obscured from them
by fence. =row plantings,: ,The . proposed ..house is common -for ..such modern rural
house. lots with Ranch Style °layout - and Colonial Revival detailing. No
elevation views have been provided for the -pole barn.which is assumed to be.of
the'typical metal - siding type.
The. proposed.'.buildings'
- will,.have little affect on immediate context of the
- historical " - buildings . On - approach, -from the the• contour of the topography
will prevent seeing the new buildings until one_is nearly in front the
farmstead.,Nearly -400 feet of clear area- separates the proposed new buildings
from the ; extensive tree and shrub-growth which forms- th'e edge.of the yard
surrounding the historical buildings'. An.issue does'arise as'to whether 'the
integrity of .the larger farm -field context will be undermined by. the
construction of the new buildings.,This impact should-be minimal so.long as
the- development limited- to.the.. single building lot under its present
zoning.
Staff approval of -the application as'submitted.
DBD ,
4/14/98
