CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1997-0825 <br />PROPERTY -- 952 Riverside Drive <br />South Bend, IN <br />OWNER -- David Howard <br />DESIGNATION -- RD-LHD <br />RATING -- Significant S/12 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Prairie style house is believed to have been built by Donald P. Drummond <br />who had purchased the lot for $3,500.00 from Mentor Wetzstein on May 31, 1909 <br />and resided there from 1912 to 1920. Mr. Drummond shared a law partnership in <br />the Jefferson Building with his brother, Charles P. Drummond. who resided at <br />944 Riverside Drive. Donald Drummond sold the house to Laurence J. and Emma <br />Lou Harwood, who worked at the Fulton -Harwood Brass Works. The property was <br />purchased by its present owner, Donald Howard, after 1994. <br />The house is an excellent example of the Prairie School style, with its <br />contrast of stucco and wood and its hipped roof with generous overhangs. <br />PROPOSED CHANGE <br />Applicant proposes to replace two attic windows with Pella Designer series <br />• clad white windows with mountings between the glass in the same pattern as the <br />existing windows. <br />STANDARDS <br />The Preservation Guidelines for Riverside Drive state: <br />b) .... The Guidelines for the Riverside Drive District follow the <br />Rehabilitation Model.... <br />II.C.1 Required <br />Original windows and doors, including sash, lintels, sills, shutters, <br />decorative glass..... shall be retained or when deteriorated beyond repair, <br />replaced with units and trim resembling the original. <br />II.C.3 Prohibited <br />Original windows, doors and hardware shall not be discarded when they can be <br />restored and reused in place. Inappropriate new window or door features such <br />as aluminum insulating glass combinations that require removal of original <br />windows and doors may not be installed. <br />RECOMMENDATION <br />The attic windows herein proposed for replacement are deteriorated in their <br />framing so as to make them impossible to properly weatherize against the <br />intrusion of precipitation and air infiltration. Though they are operable with <br />some difficulty the Owners have found no way to adequately repair them. <br />Interior ceiling plaster damage has resulted from this deficiency. The attic <br />is used only as storage with no alteration of this use. The proposed <br />replacement windows are of the Pella designer series line with two layers of <br />glass having the mullion insert between them. The replacement windows are to <br />operate as awnings rather than the side hinge of the present window design. <br />is The proposed replacement will address the deficiency of the current windows <br />while having minimal impact on the overall character of the house.
