Wayne N. <br />South Bend, IN <br />OWNER -- Norman and Linda Riley <br />DESIGNATION -- LHD-EP <br />RATING -- Contributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Whitcomb and Keller built this H.R. Stapp designed house in 1925, they sold it <br />a year later to Frank and Elizabeth Anderson. Frank Anderson was born in St. <br />Joseph County in 1876. He attended Keller Business College and was employed <br />at F.W. Woolworth & Company in LaPorte Indiana for 3 years, later becoming the <br />assistant manager of. the South Bend Store. In 1916 he became involved in real <br />estate and got an office in the Associates Building. Mr. Anderson specialized <br />in suburban real estate, handling residential as well as business property. <br />By 1929 Frank and Adam Powers were the owners of 1326 East Wayne North. Frank <br />Powers was born in New Jersey in 1873, he received a B.S. in 1894 and a <br />Masters in 1899. Mr. Powers started as an instructor at Notre Dame teaching <br />botany, zoology and physiology. In 1904 he entered the school. of medicine at <br />Northwestern University in Evanston and when he returned to Notre Dame in 1910 <br />it was as attending physician. In 1935 Powers and his wife sold the house to <br />• Clarence Wagner. Mr. Wagner was the secretary -treasurer for Koontz -Wagner <br />located at'319 Hydraulic Avenue. The current owners, Norman and Linda Riley, <br />purchased the house in 1985. <br />0 <br />PROPOSED CHANGE <br />Applicant proposes to replace all gutters acid downspouts on house and garage <br />with continuous length aluminum material. <br />STANDARDS <br />The Preservation Guidelines for East Wayne Local Historic District: <br />b) .... The Guidelines for the East Wayne Street District follow the <br />Rehabilitation Model.... <br />TT.B.2. Recommended <br />Gutters and downspouts are often a necessary adjunct in order to prevent <br />deterioration of the structure; they should be maintained whenever possible or <br />replaced with a style comparable and suitable to the architectural period. <br />RECOMMENDATION <br />The owner proposes to replace all the gutters and downspouts on the house and <br />garage with new continuous length aluminum gutters and downspouts. The owners <br />proposal is a comparable and suitable replacement for the existing sheet metal <br />gutters and downspouts and the already present sections of continuous aluminum <br />gutters thus, the Staff recommends approval of the replacement gutters and <br />downspouts. <br />DBD <br />10/3/97 <br />
