CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />1. Required <br />Structures such as: gazebos, patio decks .... new walls ....and other similar <br />structures shall be compatible to the historic character of the site and the <br />neighborhood and inconspicuous when viewed from a public way. <br />2. Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings, and newspapers. <br />RECOMMENDATION <br />The entry marker posts are proposed by the Park Avenue Neighborhood <br />Association with the cooperation of the Department of Parks and Recreation. <br />The Classical Revival style of the proposed posts is consistent with the <br />majority of the architectural improvements already existing in the Leeper Park <br />such as the North Pumping Station and the various minor wellhouses. Likewise, <br />the material mix of stone and brick is constant with this style and other <br />buildings. <br />Although the Posts are technically in the park, their intent and orientation <br />will be more highly associated with the Chapin Park National. Register Historic <br />District. This architecture is consistent with many of the Renaissance and <br />Colonial Revival houses in the neighborhood although there exists a great <br />variety of architectural styles and materials in the district. Although the <br />Staff has found no evidence of gate or marker posts at this location, the <br />posts will act to further identify the district to the general public and will <br />• in no way disturb or interfere with historic .interpretation or. integrity. <br />Gateposts were historically located at the entry point to the Chapin Estate <br />and other similar posts are presently planned at other entry locations to the <br />district which do not require review. Staff recommends approval of this <br />application with the recommendation that a date inscribed brick be included at <br />each post to document the year of its construction. <br />DBD <br />10/14/97 <br />• <br />
