• MINUTES OF THE REGULAR MEETING <br />of the' <br />HISTORIC PRESERVATION COMMISSION <br />Regular Monthly Meeting County Commissioner s <br />7:30 p.m. Conference Room <br />Monday September 15, 1997 7th Floor County -City Building <br />I. Call to Order <br />John Oxian, president of the commission, brought the meeting to order at 7:30 <br />p.m. <br />II. Roll Call <br />Commission members present were: Martha Choitz, Adrian Fine, Catherine <br />Hostetler, John Oxian, Janeanne Petrass, Edward Talley, & Jerry Wiener. <br />Commission staff present was: David Duvall, director; Rhonda Saunders, <br />Administrative Assistant. <br />Also attending. the meeting were: Gary Derbin, Brendan Crummlish, Charles <br />Leone, Mr. & Mrs. Howell, Philip Schatz, Don Sporleder. <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1) 1997-0825 - 952 Riverside Drive - Replace,two deteriorated attic windows <br />with Pella designer series clad white windows with•muntins between the glass <br />• in the same pattern as the existing windows. <br />Mr. Duvall presented the Staff Report and distributed photographs. Mr. Duvall <br />noted that the owner was not present, however, the contractor was present. <br />Mr. Oxian asked if the contractor had anything he wished to add. Mr. Derbin <br />responded with a no. Mr. Oxian asked for discussion. Mr. Talley asked if <br />there was a drawing or photo of the new windows. Mr. Derbin interjected that <br />he had a product catalog, he then proceeded to show the commission the style <br />of window the owners had chosen. Mr. Talley moved that the commission approve <br />the application. Mr. Wiener seconded the motion. The motion passed <br />unanimously. <br />Mr. Duvall stated that the next. application, for 2119 Portage Avenue, was <br />changed to a staff approval due to the ownersdecisionto restore the chimney <br />to its full height rather then shorten it. <br />2) 1997-0902 - 1314 East Wayne Street - Replace three deteriorated basement <br />windows with block glass windows for energy efficiency and security. <br />Mr. Duvall presented the Staff Report and distributed photographs. He noted <br />that the owner was not present. Mr. Duvall stated that he had a phone <br />conversation with the owner, Mr. Bernard, earlier today. Mr. Duvall said that <br />they had discussed the idea of totally filling the openings with brick, the <br />owner did not like the idea of losing all of the natural light. Mr. Duvall <br />also suggested that the glass block be set behind a screen of brick that would <br />still allow some of the light through, the owner did not like this idea <br />either. Mr. Bernard did express his support of the general district concept <br />and that he would abide by the commissions decision. Mr. Duvall noted that <br />the owner did indicate a willingness to obscure the windows with higher shrubs <br />and to remove and store the windows for future owners. Mrs. Choitz asked how <br />many windows were being replaced. Mr. Duvall stated that there were three, <br />
