CERTIFICATE OF APPROPRIATENESS STAFF REPORT, <br />• APPLICATION -- 1997-1008-2 <br />PROPERTY 1704 East Wayne <br />South Bend, IN <br />OWNER -- Dave Bickel <br />DESIGNATION -- LHD-EW <br />RATING -- Non -Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Whitcomb and Keller Corporation built this Colonial Revival stvle house in <br />1953. They sold the house to Haskell and Bessie Mitloff on September 22, <br />1953. Mr. Mitloff was a buyer for Robertson's clothing store, located in <br />downtown South Bend. The Mi.tloff's lived in the house until 1987, they sold <br />it to the current owner, Dave Bickel, in 1988. <br />PROPOSED CHANGE <br />Applicant proposes to replace the cedar siding that is currently on the house <br />with new vinyl siding. <br />STANDARDS <br />The Preservation Guidelines for East Wayne Historic District state: <br />b) .... The Guidelines for the East Wayne Historic District follow the <br />Rehabilitation Model.... <br />• II.A.1. Required <br />Original exterior building materials shall be retained. <br />II.A.2. Recommended <br />Whenever possible, the original building materials should be restored. Metal <br />or vinyl siding may be used when it is the only feasible alternative to <br />maintaining or replacing the original surface material. When used over wood <br />surfaces, this siding should be the same size and style as the original wood. <br />Every effort should be made to retain the original trim around windows, doors, <br />cornices, gables ... and other architectural features. Ample ventilation must <br />be afforded the structure when metal or vinyl siding has been installed in <br />order to prevent increased deterioration of the structure from moisture and/or <br />insects. <br />II.A.3. Prohibited <br />Wood siding shall not be resurfaced with new material which is inappropriate <br />or was unavailable when the building was constructed... <br />RECOMMENDATION <br />This house is -rated as non-contributing in the Indiana Historic Sites and <br />Structures Inventory due to its late date of construction in relation to the <br />general district. None -the -less, the character of this house is consistent <br />with the district featuring the metal casement windows, common on East Wayne <br />Street. The massing is typical of the last generation of in -fill houses which <br />commonly include a rectangular two story residence with one story wing at the <br />side. <br />The existing siding appears to be in serviceable condition although the <br />texture of the shingle surface renders the scraping of flaking paint somewhat <br />is <br />problematic. Paint conditions here may indicated poor surface preparation <br />related to previous re -painting or incompatible paint layering. Staff <br />recommends denial of the application for re -siding. <br />
