CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1997-0501 <br />PROPERTY -- 519 Edgewater Drive <br />South Bend, IN 46601 <br />OWNER -- Laurel & William Cochrane <br />DESIGNATION -- EP-LHD <br />RATING -- C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />American Four Square built by Whitcomb and Keller (no date given when built). <br />PROPOSED CHANGE <br />Break up and remove existing driveway. Regrade driveway to improve drainage. <br />Remove grassy strip in center. New driveway will be no wider than existing <br />one and will remain as a concrete drive. <br />STANDARDS <br />The Preservation Guidelines for Edgewater Historic District states: <br />I.A.2.) Whenever possible, original features should be restored. Plant <br />materials and trees in close proximity to buildings, sidewalks or streets that <br />are causing deterioration to those elements should be removed. <br />I.A.3.) Signs, streetlighting, ....walkways and paving materials which are <br />• out of scale or inappropriate to the neighborhood may not be used. <br />I.B.) Many properties have a straight driveway along one edge of the lot <br />leading to a garage at the rear of the house. This driveway often has a <br />sidewalk along one side leading to the front entrance either in the center or <br />at the side of the house. Driveway and sidewalk materials include asphalt or <br />concrete. <br />RECOMMENDATION <br />Applicants' request to use concrete to replace the concrete drive would <br />usually be approved as Staff approval. The desire to remove the grassy area is <br />to remedy poor drainage causing deterioration of the driveway. All <br />considerations indicate appropriateness and Staff recommends approval. The <br />driveway is shared by a neighbor who has given consent to have it replaced. <br />0 <br />
