CERTTFTCATE OF APPROPRTATENESS STAFF REPORT APPLICATION -- 96-1216 PROPERTY -- 521 River Avenue South Bend, In OWNER -- Ernest Hursey DESIGNATION -- Edgewater Place Local Historic District. RATING -- C/g STATEMENT OF STGNIFICANCE/HISTORIC CONTEXT This American Four—Square was built, c.1920 by Whitcomb and' Keller. The horn -'e has been altered by the addition of asbestos shingle siding, ,ilumi.num storm door- and windows, and replacement concrete porch steps. It is rated C/f.in the Indiana Historic Sites and Structures Survey. PROPOSED CHANGE The owner wants to install 4 (four) glass block windows in the basement. STANDARDS The Preservation Guidelines for Edgewater Historic District state: 1) Required — Existing or original windows. and doors, including sash, lintels, sills ... and hardware shall be retained, or when deteriorated beyond rf-pair, replaced with duplicates of the existing or ori 'ainaI 2) Prohibited — Existing or original windows, doors and hardware shrill not be discarded when they can be restored and reused in place. New windows nr door openings that would alter the scale and proportion of the building may not be introduced. Inappropriate new window or door ,features ,such :is aluminum insulating glass combinations that require the removal of original windows and doors may not be installed. , RFCOMMFNDATTON It should be noted that the above request is part B of the Certificate of Appropriateness. Part A, the removal of the roofing and installation of 150 felt, new metal edging and 25 year asphalt shingles, frosted -r-,y in color, was approved by Staff. The standards do not specifically address glass block as a material. However, Staff found the existing window material to be generally sound and found no imperative for their replacement. Furthermore, should replacement be required, installatinn of similar sash would be indicated. Staff recommends denial of the Part. B of this, application. DBD 1/12/97 •
