MUTFTCATE OF APPROPRTATE NESS STAFF REPORT <br />In terms of building cost or development cost, none of these net repair costs <br />stated above should be considered to present a hardship to the building .for <br />its continued maintenance and use. <br />Regarding the value of the property for preservation, the applicant's attorney <br />stated in his letter of 11/20/95 that "the status of the building as a <br />historic Landmark or otherwise "'significant"' building is questionable. The <br />building has no intrinsic architectural features or other designs which are of <br />such significance to make the rehabilitation either desirable or appropriate". <br />Staff must respond that the building clearly dates from the period of <br />significance for the Lincolnway East Local Historic District which has been <br />duly considered by the Historic Preservation Coymiii scion at the timo of its <br />recommendation and subsequent designation by ordinance which provided for <br />ample public hearing and comment. The structure is relatively unaltered and is <br />therefore a contributing structure within this district reflecting the <br />character of the district in its period of historic significance. <br />Although the applicant' indicated. at the conversation with Staff which <br />initiated this application that she had tried and failed to make contact with <br />Southhold Restorations regarding the possibility of assistance in relocation <br />of the building to another location, no such indication has been made <br />regarding any of the other required alternatives such as sale, rental,or <br />lease of the property. Although relocation might be approved in preference to <br />demolition, such relocation to a similar context within the dAtr.ict would be <br />preferable to relocation out of. the District. <br />• For all reasons stated above, Staff recommends denial of this application. <br />Should the commission choose to approve this application, Staff recommends <br />that the documentation called for in the Preservation Guidelines be prescribed <br />as accurate measured drawings of a professional standard.to be provided by the <br />applicant as a condition of release of the Certificate of Appropriateness and <br />notes that these procedures may increase the costs of demolition as above <br />presented. <br />DBD <br />1/10/97 <br />0 <br />
