S) 1997-1103 - 1215 Riverside Drive - Demolish garage. <br />Mr. Duvall presented the staff report and circulated photographs. He noted <br />` that the owners were not present. Mr. Talley noted that the houses owner, <br />Logan Center, has not been sensitive to the district or its inhabitants. Mr. <br />Talley moved that the application be' denied on the bases that the structure <br />was important to the site and was still repairable. Mrs. Choitz seconded the <br />motion. Mr. Oxian stated that an amendment should be added to the motion that <br />the Logan Center must follow the minimum maintenance standards. Mr. Talley <br />accepted the amendment to his motion and went on to note that the house itself <br />was also falling into disrepair and that there were inappropriate lights and a <br />general lack of respect for the district. Mr. Oxian stated that the <br />commission had previously made a home owner on Lincolnway East repair their <br />garage which was in worst shape then the before them now. He further stated <br />that he felt that Logan Center did not want to be bothered with the repairs <br />and this was their way out of the responsibility. The motion passed <br />unanimously. <br />9) 1997-1104 - 1602 East Wayne Street - Replace backyard chain link fence with <br />a wood privacy fence to meet with codes concerning pools. <br />Mr. Duvall presented the staff report and circulated photographs. He noted <br />that the owners were not present. Mr. Talley moved to approve.the application <br />only as it is requested. Mr. Fine seconded the motion. Mr. Oxian asked if <br />the owners had said why they were not completely enclosing the backyard with <br />this fence. Mr. Duvall stated that the owners had not disclosed this <br />information. Mrs. Sporleder questioned whether or not there would be a <br />problem if and when the owners decide to finish the project by enclosing the <br />• backyard completely, would the fence be visibly acceptable from the street. <br />Mrs.' Choitz stated that Mr. Duvall should explain to the owners that what was <br />approved was only what was submitted in the drawing and application and that <br />if there is any future additions to the fence that it would need another <br />Certificate of Appropriateness. The motion passed unanimously. <br />10) 1997-1107 - 221 West North Shore Drive - Installation of a backyard <br />privacy fence and bricking of the concrete terrace located in the front of the <br />house. <br />Mr. Duvall presented the staff report and circulated photographs. He noted <br />that the owners were not present. Mr. Talley asked what exactly was being <br />down to the front terrace and steps. Mr. Duvall stated that a brick paver <br />would be put over the top.. Mr. Talley' moved to approve the. application as <br />approved by staff. Mrs. Hostetler seconded the motion. The motion passed <br />unanimously. <br />11) 1997-0502r - 1208 Lincolnway East - Changes to approved rehabilitation <br />plan. <br />Mr. Duvall noted that this was an amendment to a previously approved <br />application. He presented the staff report and circulated photographs. Mr. <br />Duvall noted that the owner, Mr. Hubner, was present. Mr. Oxian asked Mr. <br />Hubner if he would be willing to have this sent to committee to address all <br />the changes. Mr. Hubner stated that it was fine with him. Mr. Talley moved <br />to have the application placed in the standards and maintenance committee for <br />a recommendation. Mr. Fine seconded the motion. The motion passed <br />unanimously. <br />B. Second Reading for Local Landmark Designation of 1631 Lincolnway West. <br />Mrs. Saunders presented the staff report and Mr. Duvall circulated the survey <br />data card. Mr. Oxian noted that there was also a garage located on the <br />property that is made of concrete block and should be included in the report. <br />
