siding. <br />Mr. Duvall presented the Staff Report and distributed photographs. He further <br />noted that the owners, David and Brenda Bickel were present and that they had <br />packets of information and statistics to hand out to the commission members. <br />Mr. Oxian asked the owners if the wanted to make a presentation. Mrs. Bickel <br />stated that she did have presentation to give that would explain the handout <br />she had given them. <br />Mrs. Bickel stated the price they paid for the house and how much it had <br />appreciated since that time and its comparison to how other homes in the area <br />had appreciated. She noted how much less their house was worth and how the <br />new siding would make their home worth more. Mrs. Bickel also noted that the <br />cedar sidings were .deteriorating in certain areas and would not be cured by <br />power washing and staining the house. She also gave estimates given to her by <br />various contractors for vinyl siding and for cedar siding, she noted that the <br />new cedar siding would cost at least double the cost of vinyl siding. Mrs. <br />Bickel went on to state that their intention was to preserve their home and <br />enhance the other homes in their neighborhood.. She also read from the <br />guidelines noting that the denial of the application our the imposition of <br />having to put up new cedar siding would cause them undue financial hardship. <br />Mrs. Sporleder asked what kind of vinyl siding would be put up. Mrs. Bickel <br />stated that the proposed siding is of the Dutch lap variety. Mrs. Sporleder <br />asked if the new siding would be the same width as the existing cedar siding. <br />Mrs. Bickel stated that the new siding' would be narrower. Mrs. Sporleder <br />noted that the application stated that the cedar siding would be replaced. <br />Mrs. Bickel said that it would not be replaced, that it would be wrapped and <br />• then covered by the vinyl siding.- Mrs. Hostetler asked what would be done <br />about the rot problem so that it doesn't get trapped under the new siding. <br />Mrs. Bickel remarked that her contractor had told her that the damp and wet <br />areas would simply dry. Mr..Oxian and several other members of the commission <br />responded that this statement was untrue. <br />Mr. Duvall noted that this house was virtually identical to 1333 East Wayne, <br />both having the same windows and siding. <br />Mr. 'Oxian recommended that the application be placed into the Standard and <br />Maintenance Committee until it can be further investigated. Mr. Talley <br />moved that the application be placed in thel Standards and Maintenance <br />Committee. Mr. Wiener seconded the motion. The motion passed unanimously. <br />Mrs. DeRose explained to the owners what it meant to have the application put <br />.into committee and,why it was put into committee. <br />3) 1997-1023 - 830 North Michigan - Window restoration and replacement for the <br />North Pumping Station <br />Mr. Duvall noted that for documentation of this project the applicant had <br />provided a copy of the historic preservation fund acquisition and development <br />grant application. <br />�1r. He also <br />noted that a representative from South Bend Water Works was -present, John <br />Wiltrout, and that the architect Don Olson was also present. Mr. Oxian asked <br />if Mr. Wiltrout or Mr. Olson wished to make a presentation. Mr. Olson stated <br />that he was from Ken Iierceg and Associates and was responsible for the <br />documentation. He noted that it was their intent to restore the building to <br />its original design and integrity. They want to refurbish the. south windows <br />• and replace the other windows with replicas.of ones that originally existed. <br />Mr. Wiltrout further stated their desire and past work to restore the building <br />to its original appearance. Mr. Fine asked what the finished color of the <br />window framing would be. Mr'. Olson stated, that it has not been determined <br />yet. Mrs. Hostetler moved to approve the application as recommended by staff. <br />Mrs. Choitz seconded the motion. The motion passed with Mr. Oxian abstaining <br />
