CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1997-0806-3 <br />PROPERTY -- 1091 Riverside Drive <br />• South Bend, IN <br />OWNER -- Brian & Ruth Crumlish <br />DESIGNATION -- RD-LHD <br />RATING -- Outstanding 0/13 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />According to the abstract the land was bought by A. Coquillard in 1833 from <br />the Indians and then proceeded to be passed through the hands of many <br />well-known residents, including Reuben Burroughs, minister and brother to <br />Ricketson. Shortly before 1902 members of the Miller family bought up much of <br />the river property. They then formed the Portage Land Company and began <br />selling the land as relatively small lots. The present house is typical of <br />the Prairie School and was designed by Ernest Young and believed to have been <br />built shortly before 1910 by Thaddeus M. Talcott Jr., a prominent attorney and <br />U.S. Commissioner who lived there through 1926. <br />PROPOSED CHANGE <br />Applicant proposes to remove all of the concrete walk along the side of the <br />driveway and replace it with brick to match the rest of the driveway, per the <br />documentation submitted. <br />STANDARDS <br />• The Preservation Guidelines for Lincolnway East state: <br />b) .... The Guidelines for the Lincolnway East District follow the <br />Rehabilitation Model.... <br />I.B.1 Required <br />:...walkway.... which reflect the property history and development shall be <br />retained. <br />I.B.2 Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the -property found in photographs, drawings and newspapers. New site work <br />should also be appropriate to existing surrounding site elements in scale, <br />type and appearance. <br />I.B.3 Prohibited <br />No changes may be made to the appearance of the site by removing old <br />plants... walkways.... and other elements before evaluating their importance to <br />the property's history and development. <br />RECOMMENDATION <br />Sections of the concrete sidewalk which is proposed for replacement are badly <br />deteriorated. Other sections are reasonably sound. The subject walkway was <br />probably not original to the house as another walk connects the' street to the <br />front door while this walk acts as an edge of driveway pavement which is <br />brick. The owners propose to remove this concrete and replace it with new <br />paving of btick tied into the existing driveway pavement. The new pavement is <br />consistent with the adjacent driveway paving and will not adversely affect the <br />historic character of the house or site.
