• <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1997-0811 <br />PROPERTY -- 607 Leland Avenue <br />South Bend, IN <br />OWNER -- David & Vicki Fritz <br />DESIGNATION -- LL <br />RATING -- Significant S/11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Meredith and Anna Mills purchased Lot 7 of Millers Subdivision of Bank Lot 113 <br />on September 25, 1890 for $450.00 from Lucius Hubbard. The house was built <br />in the summer of 1891 in the Stick Vernacular. Mr. Mills was a barber at 111 <br />West Washington. Shortly after the house was completed, in September, Mr. & <br />Mrs. Mills sold it to Albert J. Home for $1050.00 and moved out of South Bend. <br />Albert Home immediately upon purchasing the property turned around and sold it <br />to Elizabeth Farrar for $1250.00. Ms. Farrar resided at 607 Leland for five <br />years when she sold the house to Luzetta Bowman on June 27, 1896 for $2600.00. <br />Luzetta Bowman sold the property to James Pope three years later for $2400.00. <br />The house continued to exchange hands on a regular bases. The house was <br />purchased by its current owners on March 3, 1988 and was designated as a Local <br />Landmark on August 9, 1989. The house is presently being offered for sale. <br />'PROPOSED CHANGE <br />• Applicant proposes <br />house (chimney is <br />hazard and restore <br />to remove a free standing chimney on the north side of the <br />not an original feature of the house), that is a safety <br />cut in soffit to original condition. <br />STANDARDS <br />The Preservation Guidelines for Local Landmarks state: <br />Group B. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve <br />any direct physical change except for general cleaning and upkeep. <br />D. Demolition <br />Historic Landmarks shall not be demolished. When a Landmark poses a threat to <br />the public Safety, and demolition is the only alternative, documentation... <br />should be made of both the interior and exterior of the Landmark. <br />RECOMMENDATION <br />The chimney subject to this application for demolition is not original to the <br />house which presumably would have been heated by a stove vented through an <br />interior chimney which has since been removed to below the roof. This chimney <br />was added outside of this sidewall at some later date to vent a warm -air <br />furnace located in the basement. It is clearly unstable having been <br />constructed originally with insufficient mass to be freestanding. Neither was <br />it given sufficient structural tie to the existing house to provide such <br />• stability. <br />Due to.the chimney's original lack of structural integrity it is no repairable <br />and should be removed.
