CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />r <br />• APPLICATION -- 1997-0806 <br />PROPERTY -- 1120 East Jefferson <br />South Bend, IN <br />OWNER -- John & Donna Freidline <br />DESIGNATION -- EW-LHD <br />RATING -- Outstanding 0/13 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Neoclassical house was designed by architect H.R. Stapp, and built by <br />Whitcomb and Keller in 1928. Richard Edward Baus bought the property from <br />Whitcomb and Keller on December 28, 1928. Mr. Baus moved here from Chicago to <br />accept the position of assistant to the vice president in charge of <br />manufacturing at the Studebaker Corp. in 1928. In 1931 he became director of <br />purchasing for the corporation but was forced to retire in 1942 due to bad <br />health. Mr. Baus sold the property in 1936 to Walter H. and Joan J. Gale. <br />Mr. Gale was a salesmen for-M.B. Skinner Co., a tool manufacturer located on <br />Sample. The Gales did not actual reside at 1120 E. Jefferson until 1938 and <br />by 1943 the house was used as a rental. The house was sold again in 1946 to <br />Rosbro Realty Corp., who in turn sold it to Harry and Eva Rosenstein in 1948. <br />PROPOSED CHANGE <br />• Applicant proposes to install two pillars at the front walk entrance, per the <br />documentation submitted.The two pillars will consist of concrete, brick and <br />limestone with a cement urn atop each that matches the urn design in the <br />houses shudders. <br />STANDARDS <br />The Preservation Guidelines for East Wayne Street state: <br />b) .... The Guidelines for the East Wayne Street District follow the <br />Rehabilitation Model.... <br />I.B.2 Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings, and newspaper. New site work <br />should also be appropriate to existing surrounding site elements in scale, <br />type and appearance. <br />RECOMMENDATION <br />The perimeter of this site is presently articulated by a high hedge as is <br />common if not typical for properties located on Jefferson.Blvd. The applicants <br />propose to further define this hedge at the point where the pedestrian entry <br />walk meets the public sidewalk by the construction of brick entry posts <br />flanking the private walk. Like the hedge itself, this termination of the <br />hedge at points of entry is common, if not typical of this vicinity. The posts <br />defining the entry point will stabilize the edge of growth which presently <br />encroaches into the path. The proposal is consistent with other nearby site <br />development and Staff recommends approval. <br />• DBD <br />8/12/97 <br />
