The NYA established a Resident Work <br />Experience Camp on the grounds of the county infirmary (Portage <br />Manor), where its enrollees were taught vocational skills with <br />real projects arranged with the city and private businesses. <br />Still remaining in South Bend is the NYA workshop building in <br />Bendix Park, constructed by WPA workers in 1939.'" <br />With the boom in American manufacturing just prior to World <br />War II, employment opportunities increased. The WPA gradually <br />became unnecessary. In its last years, WPA was touted by the <br />government for its defense programs. Probably the largest one in <br />chiefly airport and highway improvements. Locally, such projects <br />included further improvements at Bendix Field and additional <br />paving and widening of US20. The WPA office in South Bend closed <br />in July 1940, and remaining projects were administered out of <br />Fort Wayne. America's entry into the war at the end of 1941 <br />ended the matter.
