CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />If <br />• APPLICATION -- 1997-0723 <br />PROPERTY -- 1615 East Wayne Street <br />South Bend, IN <br />OWNER -- William Hojnacki <br />DESIGNATION -- EW-LHD <br />RATING -- Contributing C/10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Whitcomb & Keller built this H.R. Stapp designed Tudor Revival house in 1929. <br />George & Betty Keller were the first owners in 1930 , residing there until <br />1932. George was manager of the insurance department of Whitcomb & Keller. <br />Between 1933 and 1937,, Melvin H. Baer, a sales manager at Ries Furniture <br />Company and his wife Lucille owned the house. George and Geraldine Green lived <br />there during part of 1938. <br />In 1938 the property was .purchased by F.W. and Mary Van Antwerp. Mr. Van <br />Antwerp was president of First Bank & Trust Company and of the Associates <br />Investment Company. <br />PROPOSED CHANGE <br />Applicant proposes to replace 15 of the existing industrial sash casement <br />windows with new Eagle brand casement windows. The replacement windows are to <br />retain the same muntin patterns 'as the original which vary by the size of the <br />• window. The existing leaded glass windows at the first floor front are to'be <br />unaffected. <br />STANDARDS <br />The Preservation Guidelines for East Wayne Street state: <br />b) .... The Guidelines for the East Wayne Street District follow the <br />Rehabilitation Model.... <br />II.C.1 Required <br />Original windows and doors ......shall be retained or when deteriorated beyond <br />repair, replaced with units and trim resembling the original. <br />II.C.2 Recommended <br />... If steel casement windows have to be replaced or removed, windows of <br />similar size and style shall be used. <br />RECOMMENDATION <br />The existing windows.which are here proposed for replacement are of the steel <br />industrial sash type which are common in the East Wayne Street District. These <br />windows are known to be problematic for both maintenance and thermal <br />efficiency. The guidelines for East Wayne Street took special note of these <br />features as indicated above. <br />At the location presently under consideration, the owner is not proposing <br />replacement of the leaded glass casements located at the Living room which <br />are important to reinforcing the character of the Tudor Revival Style in which <br />this house is designed. However the owner has determined to replace the other <br />more conventional windows in a manner consistent with the guidelines by <br />• replacing the steel casement windows with clad wood casements, with muntin <br />inserts corresponding to the existing muntin arrangements. <br />
