Call to Order <br />John Oxian, president of the commission, brought the meeting to order at 7:35 <br />p.m. <br />II. Roll Call <br />Commission members present were: John Borkowski, Adrian Fine, Catherine <br />Hostetler, John Oxian, Edward Talley, Joann Sporleder & Jerry Wiener. <br />Commission staff present was: David Duvall, director and Rhonda Saunders, <br />administrative assistant. <br />Also attending the meeting were: John T. O'Brien, Alice McLane, Jerry Hubner <br />and Melinda Hubner. <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1) 1997-0625-2, 1029 Hudson Avenue - replace existing shingle roof and install <br />four 22" x 47" Velux roof windows. <br />• Mr. Duvall presented the Staff Report and distributed photographs and product <br />literature. He noted that the applicant was present. Mr. Duvall stated that <br />the replacement of the roof shingles constituted an in-kind replacement and <br />could be approved by staff. He, furthermore, went on to reccommend that the <br />roof windows be relegated behind the dormer on the north side and/or behind <br />the jog in the roof on the south side. There was some discussion to clearify <br />the roof line and Mr. O'Briens intentions to make the attic living space. Mr. <br />Talley moved to approve the application based on staffs recommendations. Mrs. <br />Hostetler seconded the motion. The motion was approved unanimously. <br />2) 1997-0701, 1202 Lincolnway East - Metal roofing and Miscellaneous repairs <br />of carriage house. <br />Mr. Duvall presented the Staff Report and distributed photographs and product <br />information. Mr. Duvall stated that the shoring up of the carriage house <br />instituted an in-kind replacement and could be approved by staff. He further <br />stated that the intention to install metal roofing may be seen as conflicting <br />with the recommendations found in the guidelines. However, in this case it is <br />acceptable due to the failing of the structure and its need to have a lighter <br />roof load to deter any future problems. There was some discussion of the <br />commonness of metal roofs on in city buildings. Mrs. Sporleder pointed out <br />that the shingles on the roof were in a diagonal diamond pattern that was <br />particular to the South Bend area. Mr. Duvall again stated that in order to <br />save the .structure it was necessary to lighten the roof. Mr. Oxian stated <br />that if nothing was done there would be no building. Mr. Talley questioned if <br />by approving this major alteration if the commission wouldn't be setting a <br />precedent for future cases. Mr. Oxian suggested that if they make a motion <br />• that this type of alteration would only be allowed for this specific building <br />due to its deterioration, listing, and possible demolition if nothing is done. <br />Mr. Talley questioned if the commission approved the alteration to the <br />carriage house roof would it be setting a precedent for future applications.or <br />has the commission' made other such desicions in the past. Mr. Oxian replied <br />that the commission had on special occasions approved unusual requests.' Mrs. <br />
