CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• <br />APPLICATION -- 1996-1024B <br />PROPERTY -- 1319 East Wayne Street North <br />South Bend, IN <br />OWNER -- Michelle & Gabriel Shakour <br />DESIGNATION -- East Wayne Street Local Historic District <br />RATING -- Contributing (5-11) <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This H. R. Stapp designed Tudor Revival style house was built in 1927. The <br />first occupants were Homer A. Robinson, vice-president of Whitcomb & Keller, <br />the developers of.Sunnymede and his wife, Bessie who was the sister of Fred <br />Keller. Mrs. Robinson died in 1930 and the following year the property was <br />sold to J. Bruce Gafil, president of Gafil Oil Company and his wife and Clara. <br />The house was purchased from her estate in 1960 by Martin and Shirley Weishaar <br />who sold the property to Charles and Moira Geoffrion in 1984. <br />PROPOSED CHANGE <br />The owners propose to construct a section of privacy fence along the west <br />• property line of the rear yard. <br />STANDARDS <br />The Preservation Guidelines and Standards for the East'Wayne Street Local <br />Historic District state:' <br />I.B.2 Recommended <br />New site work should be based upon.actual knowledge of the past appearance of <br />the property found in photographs, drawings,, and newspapers.New site work <br />should also be appropriate to the existing surrounding site elements in scale, <br />type and appearance.... <br />RECOMMENDATION <br />The proposed fence will close the rear yard of this property to the rear yard <br />of the westerly neighbor creating a narrow space along the side of the <br />applicant's garage. Portions of this fence,had already been installed at the <br />time of Staff's visit to the site. The proposed fencing is composed of closely <br />placed six foot 1X6 boards with a "dog-ear" top. This fence conforms to the <br />existing fence along the applicants east property line. The rear property line <br />is presently defined by.split-rail stockade fencing. <br />Though there is no evidence of previous fencing at the proposed location. rear <br />yard privacy fences are not uncommon in the district and the proposed material <br />is consistent with other fencing at this same yard. Staff recommends approval <br />of this application. <br />DBD <br />• 11/13/96 <br />
