Regular Monthly Meeting <br />7:30 p.m. <br />Monday October 21, 1996 <br />MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />County Commissioner's <br />Conference Room <br />7th Floor County—City Building <br />I. Call to Order <br />.John Oxian, president of the commission, brought the meeting to order at 7:35 <br />p.m. <br />II. Roll Call <br />Commission members present were: John Borkowski, Martha Choitz, Adrian Fine, <br />John Oxian, J. Edward Talley, & Jerry Wiener. <br />Commission staff present was: David Duvall, director, and Aladean DeRose, <br />counsel. <br />Also attending the meeting were: Becky Emmons of the South Bend Tribune, Linda <br />Fritschner, Shay Shannon, Julia DesLauriers, Charles Leone, Brian Crumlish, <br />Terry S. Miller, and Don Sporleder. <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1) 1996-0911, 1215 East Wayne Street — Replacement of first story windows <br />. Mr. Duvall presented the Staff Report and distributed photographs including <br />follow—up as built photographs of the second story windows previously <br />approved. Mrs. Choitz moved that the commission approve the application. Mr. <br />Borkowski seconded the motion. The motion passed unanimously <br />2) 1996-0916, 1091 Riverside Drive — Replacement of existing wood shingle with <br />new composition shingle. <br />Mr. Duvall presented the Staff Report and 'distributed photographs. He noted <br />that the owner, Mr. Crumlish, was present. Mr.- Crumlish presented the <br />application. He noted that the wood shingle was nt original but had been <br />installed by him at an earlier date and that they had not worn well. He also <br />noted that the original wood shingle remained beneath and that this material <br />was marked as having been from British Columbia. Mr.Fine moved for approval <br />of the application. Mr. Talley seconded the motion. The .motion passed <br />unanimously. <br />3) 1996-1001, 1230 East Wayne Street — Addition of a second story dormer <br />Mr. Duvall presented the Staff Report and distributed photographs. He noted <br />that the owner, Mr. Miller, was present. Mr. Miller stated that he had nothing <br />to add to Mr. Duvall ' s comments.' He agreed with the staff recommendation to <br />replicate the dovecoat in the new dormer. Mrs. Choitz moved for approval of <br />the application. Mr. Talley seconded the motion. The motion passed <br />unanimously. <br />4)-.1996-1001-2 — 639 River Avenue — Installation of gutter system <br />Mr. Duvall presented the Staff Report and distributed photographs. He noted <br />that the gutters had already been installed as indicated in the photographs. <br />Mr. Oxian moved for denial of the application noting that the house had <br />apparently never had guttering. Fie further noted that the owner had installed <br />the guttering under duress from the Department of Code Enforcement which had <br />directed the Owner to complete the work before a date which proceeded this <br />meeting. Mr. Talley seconded the motion. In the ensuing discussion, it was <br />
