Regular Monthly Meeting 7:30 p.m. Monday October 21, 1996 MINUTES OF THE REGULAR MEETING of the HISTORIC PRESERVATION COMMISSION County Commissioner's Conference Room 7th Floor County—City Building I. Call to Order .John Oxian, president of the commission, brought the meeting to order at 7:35 p.m. II. Roll Call Commission members present were: John Borkowski, Martha Choitz, Adrian Fine, John Oxian, J. Edward Talley, & Jerry Wiener. Commission staff present was: David Duvall, director, and Aladean DeRose, counsel. Also attending the meeting were: Becky Emmons of the South Bend Tribune, Linda Fritschner, Shay Shannon, Julia DesLauriers, Charles Leone, Brian Crumlish, Terry S. Miller, and Don Sporleder. III. Public Hearing A. Certificates of Appropriateness 1) 1996-0911, 1215 East Wayne Street — Replacement of first story windows . Mr. Duvall presented the Staff Report and distributed photographs including follow—up as built photographs of the second story windows previously approved. Mrs. Choitz moved that the commission approve the application. Mr. Borkowski seconded the motion. The motion passed unanimously 2) 1996-0916, 1091 Riverside Drive — Replacement of existing wood shingle with new composition shingle. Mr. Duvall presented the Staff Report and 'distributed photographs. He noted that the owner, Mr. Crumlish, was present. Mr.- Crumlish presented the application. He noted that the wood shingle was nt original but had been installed by him at an earlier date and that they had not worn well. He also noted that the original wood shingle remained beneath and that this material was marked as having been from British Columbia. Mr.Fine moved for approval of the application. Mr. Talley seconded the motion. The .motion passed unanimously. 3) 1996-1001, 1230 East Wayne Street — Addition of a second story dormer Mr. Duvall presented the Staff Report and distributed photographs. He noted that the owner, Mr. Miller, was present. Mr. Miller stated that he had nothing to add to Mr. Duvall ' s comments.' He agreed with the staff recommendation to replicate the dovecoat in the new dormer. Mrs. Choitz moved for approval of the application. Mr. Talley seconded the motion. The motion passed unanimously. 4)-.1996-1001-2 — 639 River Avenue — Installation of gutter system Mr. Duvall presented the Staff Report and distributed photographs. He noted that the gutters had already been installed as indicated in the photographs. Mr. Oxian moved for denial of the application noting that the house had apparently never had guttering. Fie further noted that the owner had installed the guttering under duress from the Department of Code Enforcement which had directed the Owner to complete the work before a date which proceeded this meeting.
