CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• since the present fencing location is legally established, its replacement <br />with a more historically appropriated picket fence might be allowed if removal <br />of the fences is not acceptable to the Owner. <br />Since chain-link fencing is a common material found in residential, <br />institutional and commercial settings, it may be inferred that the material is <br />generally considered to be safe and hazard -free. Depending on the ages of the <br />children involved and the specific conditions particular to these sections of <br />fence,, there may be some justification for a temporary utilization of the <br />lattice application. Staff would note however that a collateral hazard from <br />wood splinters is probably present, especially as the wood lattice is <br />unpainted. <br />Staff also has concern for the long-term viability of the assemblage as <br />presently constructed. The unpainted garden lattice is not sufficiently <br />substantial to long resist the wear and tear from wind loads and soil contact <br />and rapid deterioration of_this material should be anticipated. <br />Due to the reasons stated above, Staff recommends that the application be <br />denied. The commission may wish to grant some temporary period for the <br />material to remain in consideration of the stated safety concerns with the <br />intention of allowing the Owner a grace period to develop a more permanent and <br />appropriate plan which meets the requirements of the site. <br />DBD <br />6/11/96 <br />• <br />0 <br />
