CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1996-0604-2 <br />PROPERTY -- 1333 East Wayne Street South <br />South Bend, IN <br />014NER -- Laura Smith <br />DESIGNATION -- East Wayne Street Local Historic District <br />RATING -- Contributing (C/9) <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Colonial Revivial style house was constructed in 1941 for Francie M. and <br />Mary C. Messick. The two story frame building has had minor alterations <br />including the redirection of the front stoop toward the street by removal of <br />metal railing as approved in May 1995.' <br />PROPOSED CHANGE <br />The owner proposes to install a comprehensive landscaping program•as indicated <br />in the attached documentation. This plan includes a new yard light mounted on <br />a pole as well as various plant materials. <br />STANDARDS <br />The Preservation Guidelines and Standards for East• Wayne Street state: <br />• I.B.I. Required <br />Major landscaping items, trees, fencing, walkways, private yard lights, signs <br />(house numbers), and benches which reflect the property's history and <br />development shall be retained..... <br />I.B.2 Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings and newspapers. New site work <br />should also be appropriate to existing surrounding site elements in scale, <br />type, and appearance. Plant materials in close proximity to the building that <br />are causing deterioration to the building's historic fabric should be removed. <br />However trees and plant material that must be removed should be immediately <br />replaced by suitable flora.... <br />.I.B.3 Prohibited <br />No changes may be"made to the appearance of the site by removing old plants, <br />trees, fencing, walkways, outbuildings, or other elements before evaluating <br />their importance to the property's history and development..... <br />RECOMMENDATION <br />The proposed landscaping plans is considerably more developd than the <br />previously existing foundation shrubs which have become somewhat overgrown. <br />Replacement of the existing foundation plantings should prove advantageious to <br />the maintenance of the house. The new proposed work is consictant with the <br />style and construction date of the house. As of this writing no specifications <br />have been received for the pole lamp. In the absence of such documentation, <br />• •Staff recommends tabling of this item until such information is made <br />available. Staff recommends approval of this application. <br />David B.
