ULK,IrIGA'IE Ur AYYKUPRiATN.NESS STAFF REPORT <br />• APPLICATION -- 1996-0325 <br />PROPERTY -- 1608 Devon Circle <br />South Bend, IN <br />OWNER -- Wellington & Andrea Jones <br />DESIGNATION -- Local Landmark <br />RATING -- Significant (S/11) <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Tudor Revival house was designed by Ernest W. Young in 1925 and is <br />unusual for his work was usually in the Prairie style. The house was original <br />built for Andrew C. Weisberg, the owner and manager of the Oliver Hotel and <br />located on East Jefferson Blvd. east of Ironwood in the Tuxedo Park replat of <br />Jefferson Heights. In 1935, the house was purchased by Ivar Hennings, <br />president of the South Bend Bait Company. In 1954 it was sold to the adjacent <br />South Bend Osteopathic Hospital which utilized it as an accessory structure <br />until expansion called for its removal in 1977. At this time, the house was <br />moved to its present location by its new owner, Thomas Podell. The building <br />was established as a Local Landmark in its new location in 1978. <br />PROPOSED CHANGE <br />The owner proposes to replace two existing casement windows and eight existing <br />• double hung windows which have aluminum storm windows with new Pella Designer <br />series wood casement windows with wood muntin inserts on the inside of the <br />double glazing. The windows are all located on the second story at the north <br />and west sides. The aluminum storms are to be removed. <br />STANDARDS <br />The Preservation Guidelines and Standards for Local Landmarks state: <br />Group B <br />C.2. Construction and Style - All work should be done in the architectural <br />style and in a technique compatible with that of the original structure..... <br />C.3. Materials - Additions and improvements involving any new material in the <br />building should be of the same material as the original. It should be the same <br />size and texture. An alternative material may be allowed if it duplicates the <br />original. <br />RECOMMENDATION <br />The existing structure has a mixture of double -hung and casement windows. <br />Although some of the windows which are to be replaced are double -hung, the <br />casement windows which are proposed for replacement are consistent with the <br />style of the house and will not violate the integrity of its design or alter <br />its appearance appreciably from the public view. The proposed windows will fit <br />existing openings and painted wood will effectively match existing details. <br />Staff recommends approval of this application. <br />• David B.
