0 1- <br />d "in wjgLumjl� M <br />Standards & Maintenance Committee <br />April 15, 1996 <br />To: Members <br />Historic Preservation Commission of South Bend & St. Joseph County <br />From: Standards & Maintenance Committee <br />Re: Proposed projects. <br />• Preservation Standards/Guidelines / PRIORITY 1 <br />Working in conjunction with the Historic Districts Committee, the Committee <br />will update the existing standards for the historic districts (recommended to be <br />updated every 3-5 years). Ideally this would include reformatting them to <br />reduce the number of pages (cheaper to print & distribute). Also, we would <br />make them more user-friendly in design by including graphics and preservation <br />tips. Not to make this process too cumbersome, the existing "language" of the <br />guidelines would not be changed unless specific aspects are identified to be <br />added or omitted. As a prototype for the other districts, East Wayne Street will <br />be the first district to receive new standards. The standards will also assist in <br />resurrecting the Liaison Committees. <br />• • Minimum Maintenance Standards / PRIORITY 2 <br />The Committee will gather provisions and examples from other communities <br />and states to begin to determine what would be most effective for South Bend <br />& St. Joseph County. An aspect to these provision would clearly define <br />"minimum maintenance." <br />• Relationship with Code Enforcement / ONGOING <br />The Committee will maintain regular contact with Kathleen Dempsey at Code <br />Enforcement to offer our assistance and insure that building codes and <br />preservation standards are enforced for local landmarks and properties within <br />designated historic districts. <br />• Problematic COAs / ONGOING <br />As needed, Committee members will continue to meet to discuss problematic <br />COA applications and work closer with property owners to develop solutions <br />and compromises. <br />0 <br />asf/o4/1219611:16AM <br />
