0 1-
d "in wjgLumjl M
Standards & Maintenance Committee
April 15, 1996
To: Members
Historic Preservation Commission of South Bend & St. Joseph County
From: Standards & Maintenance Committee
Re: Proposed projects.
• Preservation Standards/Guidelines / PRIORITY 1
Working in conjunction with the Historic Districts Committee, the Committee
will update the existing standards for the historic districts (recommended to be
updated every 3-5 years). Ideally this would include reformatting them to
reduce the number of pages (cheaper to print & distribute). Also, we would
make them more user-friendly in design by including graphics and preservation
tips. Not to make this process too cumbersome, the existing "language" of the
guidelines would not be changed unless specific aspects are identified to be
added or omitted. As a prototype for the other districts, East Wayne Street will
be the first district to receive new standards. The standards will also assist in
resurrecting the Liaison Committees.
• • Minimum Maintenance Standards / PRIORITY 2
The Committee will gather provisions and examples from other communities
and states to begin to determine what would be most effective for South Bend
& St. Joseph County. An aspect to these provision would clearly define
"minimum maintenance."
• Relationship with Code Enforcement / ONGOING
The Committee will maintain regular contact with Kathleen Dempsey at Code
Enforcement to offer our assistance and insure that building codes and
preservation standards are enforced for local landmarks and properties within
designated historic districts.
• Problematic COAs / ONGOING
As needed, Committee members will continue to meet to discuss problematic
COA applications and work closer with property owners to develop solutions
and compromises.
0
asf/o4/1219611:16AM
