CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1995-0901 <br />PROPERTY -- 1421 East Vayne Street <br />South Bead <br />OWNER -- Michael & Jenny Toal <br />DESIGNATION --_RZP--LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This residence was designed by H. R. Stapp and constructed circa 1925 in the <br />Colonial Revival style. The house was rated C/9 in the Indiana Historic Sites <br />and Structures Survey. The house was apparently built speculatively by <br />Whitcomb & Keller & then sold in 1926. The structure is wood frame and has <br />been altered with the application of aluminum siding. <br />PROPOSED CHANGE <br />Proposed alterations in this application are: <br />1) Remove fan and vents from east and west facing attic gable windows and <br />restore glazed window sash condition at this location to Match other existing <br />double hung windows. <br />2) Install new roof window on rear slope of main second story roof. <br />STANDARDS <br />II.B.3 Prohibited - Nothing shall be done to change the essential character of <br />the roof as viewed from the thoroughfare by adding architectural features, <br />large unsightly fixtures,or by using roofing materials inappropriate to the <br />style of the house.... <br />II.C. Required - Original windows and doors including sash, lintels, sills, <br />shutters, decorative glass pediments, hoods, and hardware shall be retained or <br />when deteriorated beyond repair, replaced with units and trim resembling the <br />original. <br />RECOMMENDAtION <br />Staff recommends approval of both items on the following basis: <br />1) Removal of the fan and vents in the dormer and replacement of the sash and <br />I <br />glass in the existing frame constitutes a replacement of material deteriorated <br />beyond repair; in this case missing. The proposed replacement windows <br />reasonably reproduce the pattern of existing windows in the house. <br />2) The East Wayne Street Guidelines do not address roof windows and sk3-lights <br />directly. The installation of the roof window as proposed does not affect the <br />appearance from the thoroughfare as discussed in the standards. <br />DBD <br />9/12/95 <br />
