W, CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1995-1103 <br />PROPERTY 520 East Colfax <br />South Bend, IN <br />OWNER -- Historic Landmarks Foundation of Indiana <br />DESIGNATION -- Local Landmark <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The house was built circa 1888 for citycouncilman,-Christian Dille, a <br />bachelor immigrant from Austria who owned a local butcher shop, was a -real <br />estate prospector and a.noted local politician. After his death -in 1900, the <br />house was sold to Henry Probst, whose family occupied it until the death in <br />1986 of-his-son,.Colonel Rudolf Otto Probst , a famed collector of golf <br />memorabilia. <br />The building is a two -and -one-half story Queen.Anne style house with a front <br />corner tower. The structure is.balloon frame with Yellow "Notre Dame" brick <br />cladding. It is rated significant (S/12) in the Indiana Historic Sites and <br />Structures Inventory. <br />Threatened with demolition at -its original location at -334 North Hill Street, <br />the house was moved to its current location in 1987. In 1992 the house was <br />acquired by HLFI. It was placed on the National Register of Historic Places in <br />March 1994 and established as a Local Landmark in Augustofthat year. <br />PROPOSED CHANGE <br />The -owner seeks to replace the clear glazing at the round window located at <br />the stair landing with new multicolor art glass depicting the Probst family. <br />The pattern of the proposed glass is abstracted from a photograph of the <br />family sitting on the front porch of the building. <br />STANDARDS <br />The Group "B" guidelines for Local Landmarks state: <br />B.C.2 Construction and Style, <br />All work should bedonein the architectural style and in a technique <br />compatible with that of the original structure. Change that alters, removes or <br />covers existing significant stylistic detail shall not be permitted. A change <br />which adds -detail of another style will not be permitted. <br />B.C.3 Materials <br />Additions and improvements involving any new material in the landmark should <br />be the same material as the original. It should be the same shape and texture. <br />An alternative material may be allowed if it duplicates the original. <br />RECOMMENDATION <br />An art glass panel would have been typical in a window of this shape and <br />location during the era ofthis house's construction. To our knowledge no <br />documentation exists verifying that art glass was located in this sash but it <br />may be presumed that such may have existed in the original construction having <br />later been replaced. The motif of such a panel would typically have been a <br />floral motif. Although the proposed pattern deviates from the floral motif, <br />its content clearly connects it to the history of the property while avoiding <br />any question of the antiquity of the glass panel. Staff finds an art glass <br />panel to be appropriate to this situation and.recommends approval of the <br />application. <br />DBD <br />11/15/95 <br />
