-- 11� CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1995-04-28 <br />PROPERTY -- 1033 Riverside Drive <br />South Bend <br />OWNER -- Peter Philander <br />DESIGNATION -- RSD-LHD <br />STATEMENT OF SIGNIFICANCE./HISTORIC CONTEXT <br />This Bungalow was constructed in 1920 for John S. and Ethel Bartley. Mr. <br />Bartley was employed as the foreman of Plant #2 of the Studebaker Corporation. <br />The building is 1 1/2 stories with a side gable roof and gabli front porch. <br />The rafter ends are exposed and the roof overhangs triangular knee braces. The <br />roof material is asphalt shingles. The house is rated contributing 9 in the <br />Indiana Historic Sites and Structures Survey and is in good condition. <br />PROPOSED CHANGE <br />The owners propose to reroof the house in-kind with asphalt shingles and <br />install a Pella 27"x 33" skylight on the north (front) side, east of the porch <br />to allow additional light into the north facing living room. <br />STANDARDS <br />The preservation guidelines for the Riverside Drive Local Historic District <br />state that: <br />II.B Roofs and Roofing <br />1.) Required - The existing shape and materials of the roof shall be <br />retained... <br />3.) Prohibited - Nothing shall be done to change the essential character of <br />the roof as viewed from the thoroughfare by adding architectural features, <br />large unsightly fixtures, or by using roofing materials inappropriate to the <br />house. <br />RECOMMENDATION <br />The standards require that additional architectural roof features not be <br />visible from the main thoroughfare. The house is only a story and a half high <br />and has a moderate pitch roof. These two factors make it clear the proposed <br />skylight would be at least partially visible from Riverside Drive although the <br />view would be blocked from the west by the porch. Staff recommends denial of <br />the installation of a skylight on the north side of the roof. <br />Staff recommends approval for the in-kind asphalt shingle reroofing. <br />CAA <br />5/5/95 <br />$0 <br />
