Mr. King asked the Commission to consider the driveway for which a COA was <br />given that stated the dimensions should be 28" at the base. He noted currently <br />the base dimension is 40". Commissioner Choitz inquired if the owners of 1081 <br />had followed the motion made the Commission regarding the dimensions of the <br />driveway. Mr. Duvall said he had not measured the driveway flange, but he did <br />know it was done .in brick. Commissioner Talley raised the point that this <br />issue was not before the Commission and that the'COA for the driveway lasts <br />for a year and nothing had been done to it since the hearing. Mrs. DeRose <br />responded that a citizen within the district that brought the issue to the <br />Commission that a COA may not have been properly executed and the Commission <br />could hear the issue at any time. President Oxian inquired of Commissioner <br />Talley what had been done to the driveway. Commissioner Talley, replied that <br />the hole with sand and forms had been in place before the hearing back in <br />December, all he had done was place bricks in the form so he was able to get <br />in and out of his driveway during the winter. President Oxian answered that <br />Mr. Talley was right that he had one year to fulfill the COA requirements. <br />President Oxian advised the staff to investigate and determine if it was a <br />temporary fix and noted if it was not, the issue would-be brought up at the <br />next months meeting. Commissioner Bullene noted the motion included the <br />directive that the color was to match as closely as possible the color of the <br />concrete.driveway. <br />Mr. King inquired if there were to be no sanctions for the trimming and <br />removal of landscape material without a COA. President Oxian replied there had <br />been a disagreement between the HPC staff and himself on this issue. He <br />suggested a Standards and Maintenance Committee meeting be held to settle the <br />issued. Mrs. DeRose explained the property line dispute in this issue was <br />highly unusual thus did not fit within the normal procedures and that had <br />caused this problem in interpretation. She noted technically this might not <br />have required a COA and she felt the Commission had tried to act extremely <br />conservatively. <br />2. 521 River Avenue --EP-LHD-- vinyl siding <br />Ms. Anderson read the staff report. Ms. Anderson noted the owner was not <br />present to answer questions. President Oxian asked, since the owner was not <br />present, to table the issue. Commissioner Talley so moved. The motion was <br />seconded by Commissioner Bullene. President Oxian said he wanted to know the <br />size and style of the vinyl siding and the details as to the door and window <br />trim. Commissioner Bullene inquired if this was to be an additional layer or <br />if the under layers were to be removed. Ms. Anderson explained it was to be an <br />additional layer and she believed the issue with removal of the extant siding <br />was the disposal of asbestos shingles was cost prohibitive for the owner. <br />President Oxian said he had seen vinyl over asbestos shingles before and the <br />shingles had broken away. The motion passed unanimously. <br />3. 221 East Navarre --RB-LHD-- garage <br />Ms. Anderson read the staff report. Mr. Hauser presented his intentions to <br />rehabilitate the property. Mr. Duvall commented that this application was part <br />of a broader comprehensive rehabilitation of the property for which several <br />activities have received staff approval. Commissioner Fine inquired as to the <br />material of the new garage doors. Mr. Hauser replied they would be wood raised <br />paneled doors. Commissioner Talley moved the COA application for 221 Navarre <br />be approved. The motion was seconded by Commissioner, Weiner.' The motion passed <br />
