CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />RECOMMENDATION <br />Staff finds the proposal to be in partial non-conformance with the standards <br />as follows: <br />1) The removal of the hedge along the west property line and especially <br />forward of the setback of the house may or may not have been indicated by the <br />health of the plant material. Staff recommends the replacement of plant <br />material with appropriate flora as indicated in the guidelines. <br />2) Construction of front yard fencing is clearly prohibited in the guidelines. <br />Staff recommends denial of this component of the proposal. <br />Staff finds the proposal to be in partial conformance with the standards as <br />follows: <br />1) The proposed fencing at the rear yard, though not historical, reflects the <br />style and character of site elements and buildings in the district and <br />represents a reasonable development and use of the property. <br />2) Likewise, the planting beds both historical and new are compatible with <br />surrounding site elements. <br />Staff recommends approval of the proposed fencing and landscaping behind the <br />front setback line of the house per the documentation submitted. <br />Staff would like to note that the fencing work was performed by a contracting <br />company in clear disregard for permit requirements. <br />DBD <br />11/13/95 <br />page 2 <br />
