a <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />t <br />APPLICATION -- 1995 -0724 <br />PROPERTY -- 1233 East Wayne Street (North) <br />South Bend <br />OWNER -- Michael & Denise Collins <br />DESIGNATION -- LHD -EW <br />STATEMENT OF SIGNIFICANCE HISTORIC CONTEXT <br />This Colonial Revival house was designed for Whitcomb & Keller by H.R. Stapp <br />and built in 1928. The first owners of the house were John B. Pagin, vice <br />president of the South Bend Bait Company and his wife Louise. They lived in <br />the house from 1928 until after 1986. <br />PROPOSED CHANGE <br />The owners propose to remove the existing slate roof and replace it with new <br />composition roofing. Specifically, the roofing product is to be Slateline as <br />manufactured by GAF Building materials Corporation and as has been installed <br />on the detached garage and addition bay at the rear. <br />STANDARDS <br />2.B.2 Recommended <br />Whenever possible, the original shape and materials of the roof should be <br />restored. Particular effort should be made to retain materials such as slate, <br />tile , and other unique materials not commonly found in new construction. Roof <br />covering which is deteriorated beyond repair should be replaced with new <br />material that matches as closely as possible the original composition size, <br />shape, color and texture.... <br />RECOMMENDATION <br />The original slate of this structure is clearly failing at an increasing rate. <br />The existing material shows evidence of spalling and repeated previous repairs <br />leaving a very uneven appearance to the surface. The proposed replacement <br />material has been previously approved for use on the detached garage and rear <br />bay addition recognizing this material as an appropriate simulation of the <br />original slate.
