Minutes of the Regular Meeting <br />of the <br />Historic Preservation Commission <br />Regular Monthly Meeting 7th Floor County Commissioners' <br />7:30 p.m. Conference Room, County -City Building <br />July 17, 1995 South Bend, Indiana <br />I. Call to Order <br />The meeting was called to order at 7:35 p.m. <br />II. Roll Call <br />Members present were; Martha Choitz, Adrian Fine, Catherine Hostetler, John <br />Oxian, Janeanne Petrass, Joanne Sporleder, J. Edward Talley, and Jerry Wiener. <br />Staff present; David B. Duvall - Director; Aladean DeRose, legal counsel was <br />on vacation. <br />Also Present; Dick Bennett, David Bowyer, Jane Murphy, Jeff Sandun, Marsha <br />Stevenson, Carole Streeter, Jay Tidmarsh, Patricia Trozzolo, and Tom Trozzolo. <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1. 1017 Riverside Drive - RSD -LHD; Addendum rear yard privacy fence <br />Mr. Duvall read the staff report. Mr. Bennett made presentation, disputing the <br />Staff comments regarding the historical probability of shadow_ box <br />- construction, noting that such construction was present at Williamsburg: Mr. <br />Duvall responded that such a historical precedent was possible but that <br />replacement of the fencing as it had been was more historically accurate. Mr. <br />Bennett gave reason to construct with the shadow box design that they desired <br />a facing appearance to'both sides for the benefit of their neighbors who are <br />-- sharing the cost and noted that -the fencing being removed - was of his own <br />construction some twenty years hence and was then affixed to chain link. Mr. <br />-- Talley expressed empathy- with -Mr. Bennett's concern - for - his neighbors noting <br />that the dog ear board style is being retained. Mr. Bennett also noted that <br />the fence was being reconstructed of dimensional lumber rather than the <br />material now being sold as fencing. Mrs. Petrass inquired as to whether <br />ventilation for the petitioner's' dogs was a consideration. Mr. Bennett <br />indicated that wind load resistance was a greater concern. Mrs. Petrass moved <br />that the Commission approve the change to the shadow box design, noting that <br />there was agreement between the neighbors and that the original height, <br />dog -ear style and material are being retained. Mr. Wiener seconded the motion. <br />The motion was unanimously approved. <br />2. 1329 East Washington - LL; replacement of circlehead windows <br />Mr. Duvall read the Staff comments. Mr. Bowyer of Peacock and Company, the <br />Contractor, made presentation stating that their intention was to replace the <br />windows as nearly as possible using the insulated glass simulating the <br />leadwork with appropriately colored inserts between the glazing panels. He <br />noted that his company had been performing in -kind maintenance on the windows <br />and trim of this home for several years. He noted that the cladding was as <br />much for durability as color matching. Mrs. Sporleder inquired about the <br />operation details of the windows. Mr. Oxian recounted his negative experience <br />of rot occurrence under cladding. Mr. Bowyer stated that he felt the <br />manufacturers have determined this procedure to be effective or they would not <br />have made it standardized. Ms. Sporleder moved that the commission approve the <br />Proposal as submitted. Mrs Choitz seconded. The motion was unanimously <br />approved. Mr. Talley inquired as to whether the material needed to be stored. <br />Mr. Bowyer indicated that he thought the windows would probably break-up in <br />removal. Mr. Oxian indicated that there is usually no requirement for storage <br />n a <br />
