CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 803 Notre Dame Avenue <br />South Bend, Indiana <br />OWNER -- City of South Bend - Neighborhood Housing Services <br />DESIGNATION -- LL <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This two story fire station built 1903 WAS designed by South Bend architect <br />Charles Brehmer who lived across the street. It features a brick first floor <br />with frame second story finished in wood shingle and a slate roof. The facade <br />is ornamented with a free classic dormer featuring oriel windows and a window <br />bay clad with pressed metal containing a pair of arched windows. The <br />structure is rates Significant /12 in the Indiana Historic Sites and Structures <br />Survey. <br />PROPOSED CHANGE <br />The proposal is to remove 20 double hung windows and 2 windows which have been <br />previously altered to casement operation and replace them with new double hung <br />wood replacement windows. An additional 2 fixed casement windows are to be <br />replaced. The typical historical windows were one over one wood sash including <br />2 windows with arched head conditions at the front facade. A few windows have <br />mullion divisions. In addition, the proposed work include's replacement of 2 <br />existing flush metal doors and their metal frames which are to accommodate <br />transom lites above. <br />the existing windows with regard to operation and energy conservation. The <br />existing windows are in varied states of deterioration. The proposed <br />replacement windows are custom windows as manufactured by Marvin who will <br />fabricate the special features such as arched upper sash and divided lit <br />mullions to duplicate the windows being replaced. The exterior of the wi <br />sashes will be factory clad. Since the proposed new windows are to be ar, <br />gas filled insulated low- emissivity glass, the need for storm windows wi <br />eliminated. <br />STANDARDS <br />The Preservation Guidelines for Group B Local Landmarks state that: <br />C. Renovation and Additions <br />2) Construction and Style - All work should be done in the architectural <br />style and in a technique compatible with that of the original structure. <br />Change that alters removes or covers existing significant stylistic detail <br />shall not be permitted... <br />3) Materials - Additions and improvements involving any new material in the <br />landmark should be the same as the original. It should be the same size and <br />texture. An alternative material may be allowed if it duplicates the original <br />RECOMMENDATION <br />The window replacement proposal is put forward as a solution to problems with <br />
