V CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 113 West North Shore Drive <br />South Bend, IN <br />OWNER -- Gerald Kline <br />DESIGNATION -- LL, WNSD -LHD <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT <br />This house was built in 1888 for Samuel Leeper, Jr. as a wedding gift from his <br />father. The land was part of his father's farm which comprised much land north <br />of the river. In 1903, 80 acres of the Leeper farm was purchased and platted <br />into the Navarre Place Addition to South Bend. This Gable Front house of <br />Vernacular style has common bond brick walls with a continuous porch on the <br />south and east sides. The structure is rated 0/13 in the Indiana Historic <br />Sites and Structures Survey and is unaltered. <br />PROPOSED CHANGE <br />The owner proposes to remove the present cedar shakes and install Forest Green <br />Grand Manor fiberglass shingles on the gable front section of the house. The <br />owner also proposes to remove two turbine vents and a metal chimney and <br />install three pod vents on the west side. <br />STANDARDS <br />Group B Standards; Treatment: Treatment shall be defined as any change of <br />surface materials that will not alter the style or original form. Such <br />improvements include reroofing... and may involve a change that can <br />potentially enhance or detract from the character of the landmark... The <br />Commission should review the proposed treatment for character and style <br />consistency with the original surfaces. <br />RECOMMENDATION <br />The existing roof is deteriorated and the owner in discussing cedar shake <br />replacements has determined the fiberglass shingle is a higher quality, longer <br />lasting roofing material. There are also some fire safety issues involved in <br />wood shakes verses fiberglass shingles. The shingle chosen is a laminated <br />shingle that has a dimensional appearance which will enhance the effort to <br />make the character consistent with the original materials. <br />Staff recommends approval for this application. <br />CAA - <br />4/7/95 <br />
