V CERTIFICATE OF APPROPRIATENESS STAFF REPORT
PROPERTY -- 113 West North Shore Drive
South Bend, IN
OWNER -- Gerald Kline
DESIGNATION -- LL, WNSD -LHD
STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT
This house was built in 1888 for Samuel Leeper, Jr. as a wedding gift from his
father. The land was part of his father's farm which comprised much land north
of the river. In 1903, 80 acres of the Leeper farm was purchased and platted
into the Navarre Place Addition to South Bend. This Gable Front house of
Vernacular style has common bond brick walls with a continuous porch on the
south and east sides. The structure is rated 0/13 in the Indiana Historic
Sites and Structures Survey and is unaltered.
PROPOSED CHANGE
The owner proposes to remove the present cedar shakes and install Forest Green
Grand Manor fiberglass shingles on the gable front section of the house. The
owner also proposes to remove two turbine vents and a metal chimney and
install three pod vents on the west side.
STANDARDS
Group B Standards; Treatment: Treatment shall be defined as any change of
surface materials that will not alter the style or original form. Such
improvements include reroofing... and may involve a change that can
potentially enhance or detract from the character of the landmark... The
Commission should review the proposed treatment for character and style
consistency with the original surfaces.
RECOMMENDATION
The existing roof is deteriorated and the owner in discussing cedar shake
replacements has determined the fiberglass shingle is a higher quality, longer
lasting roofing material. There are also some fire safety issues involved in
wood shakes verses fiberglass shingles. The shingle chosen is a laminated
shingle that has a dimensional appearance which will enhance the effort to
make the character consistent with the original materials.
Staff recommends approval for this application.
CAA -
4/7/95
