CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 405 West Wayne Street <br />South Bend, Indiana <br />OWNER -- Eric Diamond <br />DESIGNATION -- LL, NR -MRA <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This former residence now used as an office was constructed circa 1872. The <br />building is a two and one half story brick structure with a mansard roofed <br />attic story . The features of the structure reflect the Second Empire and <br />Itallianate Styles. The structure was rated Outstanding/13 in the Indiana <br />Historic Sites & Structures Inventory. <br />PROPOSED CHANGE <br />The Owner proposes'to provide metal railings for the existing front and rear <br />porch steps per the documentation submitted. No railings are present. The <br />proposed railings for the front steps shall have decorative castings derived <br />from the ironwork of the widow's walk at the rooftop integrated into their <br />design. <br />STANDARDS <br />C.I. Structure <br />Necessary structural improvements, where safety demands should be accomplished <br />in such a way as to cause minimal chamnge to the original style and <br />construction. <br />C.2 Costruction and Style <br />All work should be done in the architectural style and in a techgnique <br />compatible with that of the original structure....... <br />RECOMMENDATION <br />The existing steps and stoops are without the railings which safety would <br />imply and the building code requires. The proposed railings are appropriate <br />for this purpose. The use of metal is approprite to this period and the <br />employment of motifs derived from the ironwork at the roof is consistant with <br />the guidelines for style. Staff recommends approval of the proposed railings. <br />
