a <br />.i <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1308 East Wayne Street (S) <br />South Bend, Indiana <br />OWNER -- Stephen Anella <br />DESIGNATION -- EW-LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This residence constructed circa 1948 is a two story frame structure with a <br />brick first story. The features of the structure reflect the Colonial Revival <br />Style. The structure was rated Contributing/9 in the Indiana Historic Sites & <br />Structures Inventory. <br />PROPOSED CHANGE <br />The Owner proposes to remove existing concrete walkway between driveway and <br />front door and replace with new stained concrete hexagonal pavers. New <br />pavement is to be in the same general location as the existing but further <br />from front foundation plantings and wider. <br />STANDARDS <br />IB.(1) Required <br />Major landscaping items ,trees, fencing, walkways...... shall be retained. <br />IB.(2) Recommended <br />.....New site work should also be appropriate to existing surrounding site <br />elements in scale, type, and appearance..... <br />RECOMMENDATION <br />The existing walk is found by the current owner to be too narrow to <br />accommodate easy passage. The growth and development of the foundation <br />plantings have encroached on the pathway further constricting its use. <br />Reasonable use of the path from the drive to the front door would imply <br />expansion of the pave area to the proposed forty-two inch width. The <br />retention of the path in its general location would seem to satisfy the <br />required retention of the walkway without regard to its specific material <br />composition. <br />Staff recommends approval of the proposed alterations to the walkway. <br />David B.
