CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1316 East Wayne Street (S) <br />South Bend, Indiana <br />OWNER -- Miles & Stacy Andrew <br />DESIGNATION -- EW-LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This residence designed by H. R. Stapp and constructed by Whitcomb & Keller <br />circa 1927 is a two story steel frame structure with painted brick exterior <br />and a hip roof covered in what appears to be concrete tile. The features of <br />the structure reflect the Renaissance Revival Style. The structure was rated <br />Significant/12 in the Indiana Historic Sites & Structures Inventory. The house <br />was built for John S. Edwards, treasurer of the Edwards Iron Works; thus the <br />emphasis on metal structure and features. <br />PROPOSED CHANGE <br />The Owner proposes to remove existing concrete tile roofing and replace it <br />with new replacement shingle selected to simulate the appearance of the tile <br />roof. <br />STANDARDS <br />II.B.(1) Required <br />The existing shape and materials of the roof shall be retained.... <br />II.B.(2) Recommended <br />Whenever possible, the original shape and materials of the roof should be <br />restored. Particular effort should be made to retain such materials as slate, <br />tile, and other materials not commonly found in new construction. Roof <br />covering which is deteriorated beyond repair should be replaced with new <br />material that matches as closely as possible the original in composition, <br />size, shape, color, and texture..... <br />RECOMMENDATION <br />The existing roofing has been found by the owners to be defective resulting in <br />interior damage due to moisture. Some indication of this can be observed from <br />the exterior, under the eaves where peeling paint is in evidence. However, <br />visual survey of the tile roofing does not show indication of significant or <br />widespread damage to the roofing tile itself. <br />Staff has pursued the re -use of existing tile over new underlayment with the <br />Owner. The experience of the Traeger Company is that concrete tiles of this <br />sort will not sustain the stresses of removal and that replacement of the <br />concrete tiles with new clay tile would be the recommended procedure for a <br />tile solution. Although not the preferred solution, the asphalt replacement <br />shingles which are proposed (Cert:ainteed-florizon or Manville -Woodlands) do <br />simulate the appearance and texture desired. Since the replacement with clay <br />would require at least six times the expense of the proposed asphalt roofing, <br />Staff recommends approval of this proposal. <br />David B.
