RPPL I CRTI ON FOR R CERTIFICATE <br />OF RPPROPR I RTENESS <br />SUBMITTED BY <br />MICHAEL BERTTY <br />647 RIDER RUENUE <br />SOUTH BEND, I ND I ANA 46634 <br />219/232-2349 <br />1. PROJECT: <br />Moue a home in the Edgewater Historic District, currently located at <br />647 River Avenue, onto a new basement which will be located on the <br />adjoining lot at 643 River Ruenue. <br />2. RERSONS FOR UNDERTAKING THE PROJECT: <br />The house at 647 River Ruenue has set on the same foundation for <br />more than one hundred years. This foundation was constructed of <br />field stone and brick, which has decayed over time. In addition the <br />hillside immediately behind the lot has naturally moved and eroded, <br />bringing the level of earth up to the level of the wood frame and <br />clapboard siding. This happened in spite of the best efforts of the <br />current and previous owners to moue earth away from the structure <br />(this is the lowest house, with the lowest riuer-to-house <br />embankment, in the Edgewater Historic District). Because of the <br />proximity of the ground to the structure, the frame of the house has <br />started to rot in the southwest corner, where the structure sits <br />closest to the hillside. Additionally, the home has a bow across the <br />entire front of the structure where the frame has become detached <br />from the foundation. <br />
