CLRTiFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 322 West Washington <br />South Bend, IN <br />OWNER -- John & Dixie Lee Thurin <br />llv DESIGNATION -- WW-NRHD,MRA-NR, & LL <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The Victorian Romanesque structure was built in 1895 for Elmer and Sarah Rose <br />family. The 2 1/2 story residence is comprised of cut sandstone blocks on the <br />first floor with the upper floors encased in wood shingles. It is elaborately <br />embellished with a carved wood frieze, stone porch columns, cut glass front <br />door with leaded glass sidelights and other decorative features. It is rated <br />0/13 in the Indiana Historic Sites and Structures Inventory. <br />PROPOSED CHANGE <br />The owners are now•residing at -322 W. Washingtonwhich was formerly used as a <br />commercial property. They propose the removal of the present parking lot on <br />the East side of the structure to eventually be replaced by an approved <br />Carriage House, fence and surrounding lawn and garden. <br />STANDARDS <br />B. Treatment shall be defined as any change of surface materials that will not <br />alter the style or original form. <br />Such improvements include... landscaping lawns and may involve a change that <br />can potentially enhance or detract from the character of the landmark. <br />RECOMMENDATION <br />The removal of the non -historic asphalt parking area and eventual replacement <br />with an approved appropriate landscape plan would enhance the character of <br />this landmark's originally intended residential use. Staff recommends <br />approval. <br />CAA <br />
