S. 619 Riverside Drive -- RB-LHD - Install new fiberglass roof shingles <br />9. Old Business <br />A. 1244 Lincolnway East <br />Mr. Duvall noted the Staff report had been read previously. lie noted the issue <br />pending was Dr. Kloper's approval .of the Scope of Work as prepared by the <br />Commission. Dr. Klopfer spoke of his need to have some place to -store tools <br />and equipment since his garage has been torn down. He noted a slab still <br />exists from the previous garage and that he would like to build a new garage <br />or a temporary structure. President Oxian inquired of Stan Molenda of Code <br />Enforcement if Dr. Klopfer could build a garage. Mr. Molenda replied <br />affirmatively, but noted that would be affected by the next item on the <br />agenda, the C of A to take the structure down. President Oxian stated if Dr. <br />Klopfer had not come to the Commission meeting or had not accepted the Scope <br />of Work, then the HPC would have heard the demolition application. President <br />Oxian added, Dr. Klopfer had shown his approval for the Scope of Work and was <br />now in need of a structure to store equipment and tools in. Mr. Molenda <br />replied Code Enforcement had no problem with the building of a storage <br />structure. President Oxian inquired if the Commission would have a problem <br />with Dr. Klopfer building a garage on the same site of the demolished garage <br />if he brings plans to the Commission for approval. Commissioner Sporleder <br />replied in principle therewould be no quarrel with the building of a new <br />garage, but the design would have to be carefully looked at if it was to be a <br />permanent structure. Dr. Klopfer noted he was thinking of building a permanent <br />garage on the already extant slab, or of bringing in a trailer as a temporary <br />structure. Mr. Duvall noted a conflict of time due to the deteriorated <br />condition of the house. The poor condition of the roof raised his concern as <br />to whether the structure would make it through another winter. Dr. Klopfer <br />said he understood the roof was bad, but only in certain areas. Mr. Duvall <br />felt there is no time to entertain waiting to get plans for the garage and <br />then approval. He suggested that the ideal situation would be to get a semi <br />trailer on the site as quickly as possible for the storage of equipment, and <br />begin to stabilize the existing house. President_ Oxian inquired if Code <br />Enforcement would have any arguments with a temporary trailer being parked in <br />the property. Mr. Molenda replied negatively. President Oxian informed Dr. <br />Klopfer that he could get a trailer on the property temporarily, but if he <br />wanted to built a permanent garage later, he would have to come back to the <br />Commission for approval. President Oxian asked for Dr. Klopfer to state his <br />approval for the Scope of Work and the decisions made by the Commission <br />regarding the garage and temporary storage of equipment. Commissioner Choitz <br />inquired if there were any restrictions on how long a temporary structure <br />could remain on the site. Mr. Molenda replied Code Enforcement really had no' <br />jurisdiction over that situation, however the Building Department might. <br />Commissioner Sporleder inquired as to why the house itself could not be used <br />for storage since it is unoccupied and the proposed work did not show a need <br />for a massive amount of building supplies. She added her understanding of the <br />need for security, but that many buildings are built without the construction <br />of a subsidiary building for storage, and that she saw no necessity for a <br />storage structure other than the house itself. President Oxian stated Dr. <br />Klopfer had already accepted the proposal and agreed to begin the work, and he <br />saw no reason the Dr. Klopfer couldn't park a temporary structure on site. Ed <br />Talley commented that from experience he knew there would have to be a hearing <br />from Area Plan to park a temporary structure on a site and that may take 60 <br />days to accomplish.
