CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />RRORERTY -- 1203 East Wayne (S) <br />South Bend, IN 46615 <br />OI,INER -- Robert E_ Daly <br />DESIGNAT_I.ON -- East Wayne Local Historic District <br />STATEMENT 0F5I_GNT_F_I_CANCE/HI_ST_0R_TC _CONTEXT. <br />The house at 1203 East Wayne (S) is located in the East <br />Wayne Local Historic District. It was rated C/10 on the <br />Indiana Historic Sites and Structures Inventory. The house <br />is a two story Tudor Revival designed by H.R. Stapp and <br />built in 1927 by Whitcomb & Keller. The dwelling is <br />characterized by irregular molded brick laid irregularly <br />for surface texture with small areas of half-timber <br />falsework with stucco panels and shingle courses at the <br />high portion of gables. At the time of the survey (1986) <br />it. was considered in excellent condition with minor <br />alterations. <br />PROPOSED CHANGE <br />The applicant proposes alterations as follow= <br />1) Repoint brick mortar and replace damaged and or missing <br />bricks with new bricks selected to match existing. <br />2) Repaint exterior wood and stucco to match existing. <br />STANDARDS <br />................................................. <br />The Preservation Guidelines state= <br />1) Guidelines for East Wayne Street Historic Districts <br />follow the Rehabilitation Model Guidel-ines. <br />2) (b2) REHABILITATION - Maintaining the existing <br />character.... whenever possible, returning it to its <br />original condition..... contemporary methods and materials <br />would also be acceptable in appropriate situations. <br />II -3).... Repointing shall not be done with a mortar of <br />high Portland cement content.... This can cause <br />deterioration ... result(ing) in serious damage to adjacent <br />brick. <br />RECOMMENDATION <br />Significant mortar deterioration and related damage to <br />brick is isolated to wing wall conditions. Staff did not <br />observe any other areas requiring repainting, much less <br />reconstruction. Existing damage appears to be the result <br />of settlement of wing wall foundations which are probably <br />independent of and less substantial than the foundation of <br />the house. This settlement has resulted in penetration of <br />the wall by water which has weakened mortar bond through <br />freeze/thaw cycles. Some brick damage (though not all) <br />appears to be related to previous repointing with <br />inappropriate mortar as cited in the standards. <br />
