CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 24888 Cleveland Road <br />South Bend, IN 46628 <br />OWNER -- Charles N. Spiher <br />DESIGNATION -- Local Landmark <br />STATEMENT -6F SIGNIFICANCE/HISTORIC CONTEXT <br />The houseā¢at 24888 Cleveland Road is a Greek Revival structure that was <br />rated 0/13 on the Indiana Historic Sites and Structures Survey of St. <br />Joseph County published in 1985. The house was built c. 1855 by A. N. <br />Miller from timber cut from a stand of trees that were directly behind <br />the current site of the house. Miller died in 1874 and the property was <br />eventually sold to Charles Matthews, a Michigan State Representative. <br />A.L. Mathews, a German Township Trustee, then inherited the farm. From <br />1940 to 1958 the house was vacant. It was then inherited by James Kidder, <br />grandson of A.L. Mathews. <br />The property was designated a Local Landmark by ordinance in 1975, while <br />still owned by the Kidder family. Included in the ordinance are the farm- <br />stead and approximately 33 acres of land. <br />PROPOSED CHANGE <br />The applicant proposes the replacement of the pea gravel driveway with <br />paving brick and the addition of a paving brick walkway from the house <br />to the mailbox. <br />STANDARDS <br />The Standards state that (page 3 Group B) "The Commission has the authority <br />to determine the architectural merits and the extent of any proposed treatment, <br />renovation, or addition to a historic landmark. <br />. . <br />RECOMMEDATION <br />The staff recommends approval of the proposal. The applicant is proposing <br />the significant upgrade of a site amenity in keeping with the maintenance <br />of the property. <br />C. Frederick <br />3-11-94 <br />
