Minutes of the Regular Meeting <br />of the <br />Historic Preservation Commission <br />Regular Monthly Meeting 7th Floor, County Commissioner's <br />7:30 p.m. Conference Room, County -City Bldg. <br />February 22, 1994 <br />I. Call to Order <br />The meeting was called to order at 7:50 p.m. Commissioner Oxian announced <br />that the meeting would be a committee meeting due to the lack of a quorum. <br />II. Roll Call <br />Members present: Mr. Jed Eide, Mrs. Catherine Hostetler and Mr. John Oxian <br />Members absent: Mrs. Martha Choitz, Mrs. Janeanne Petrass, Ms. Lora Spaulding, <br />Mrs. Joann Sporleder, Ms. Jewel Van Dalsen and Mr. Jerry Wiener <br />Also present: Ms. Aladean DeRose, Mr. Jeff Bernard, Mr. Mark Carboneau, <br />Ms. Jane Murphy and Mr. Ed Talley <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1. 517 Edgewater Drive -- EP-LHD <br />Mr. Frederick read the staff report. Commissioner Eide moved to approve <br />the installation of the handrails as detailed in Mr. Mesecar's application. <br />Commissioner Hostetler seconded the motion. The motion passed unanimously. <br />On 2-23-94 Mr. Frederick contacted Commissioner(s) Spaulding and Van Dalsen <br />for their votes on this C of A application. Each cast votes in the affirmative. <br />The motion passed 5 to 0. <br />2. 1314 East Wayne (N) -- EW-LHD <br />Mr. Frederick read the staff report. Commissioner Eide asked the applicant <br />the reason for the replacement. Mr. Bernard replied thet the window replace- <br />ment was part of a larger finishing of the attic space as a bedroom/playroom <br />for his youngest son. The applicant was concerned about the operational <br />quality of the original windows. Commissioner Oxian asked if the replacements <br />would be identical to the originals. Mr. Bernard replied in the affirmative. <br />Commissioner Hostetler asked if the new windows would be functional. <br />Mr. Bernard replied in the affirmative but said that the space would be <br />air-conditioned. Commissioner Oxian asked the staff if the windows were <br />operable. Mr. Frederick replied that all were originally operable except <br />perhaps the window in the east facade. Commissioner Oxian asked if the new <br />windows would open. Mr. Bernard repiled in the affirmative. Commissioner <br />Eide moved to approve the application for window replacement with three <br />stipulations: 1) that true divided light or exterior muntins be supplied <br />by Andersen and installed by contractor. 2) that the applicant store the <br />original windows. 3) upon completion of the project the applicant will <br />supply the HPC with photos documenting the finished product. Commissioner. <br />Oxian asked about the color of the new windows. Mr. Bernard said they <br />would be white. Commissioner Hostetler asked about wall treatments. Mr. <br />Bernard said there would be extensive finishing in the attic space. Mr. <br />Bernard stated his willingness to store the original windows. Commissioner <br />Oxian emphasized the need for photo documentation of the finished product. <br />Mr. Frederick re -read the motion. The motion passed unanimously. On 2-23-94 <br />Mr. Frederick contacted Commissioner(s) Spaulding and Van Dalsen for their <br />votes on this C of A application. Each cast votes in the affirmative. The <br />motion passed 5 to 0. <br />
