CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 944 Riverside Drive <br />South Bend, IN 46616 <br />OWNER -- David Betson and Jennifer Warlick <br />DESIGNATION -- RD-LHD, Chapin Park NRHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Dutch Colonial Revival house was rated C/9 on the Indiana Historic Sites <br />and Structures Survey. It was designed by the local architect W.W. Schneider <br />for Charles and Stella Drummond. Built in 1903 the house has undergone major <br />alterations including the stripping of window detail and the subsequent appli- <br />cation of aluminum siding and aluminum storm windows. The Sanborn Maps (1917 <br />& 1945) indicate that the garage was originally attached to the rear of the <br />house. This garage was later converted to a living space and a detatched garage <br />was built. <br />PROPOSED CHANGE <br />As part of an extensive kitchen remodeling the applicant proposes the removal <br />and replacement of a non -historic window on the rear east facade. The casement <br />window to be replaced measures 36}" in height by 52" in width. The proposed <br />replacement window measures 52" in height by 1'5" x 4 in width. <br />STANDARDS <br />The standards do not address the replacement of non -original, non -historic <br />windows. <br />RECOMMENDATION <br />It is the presumption of the staff, based on an inspection of the site as well <br />as knowledge of the house plan, that the location in question is the site of <br />an original window. The present window is intrusive when viewed within the <br />context of the remainder of the window stock. The replacement as proposed by <br />the applicant is more compatible with the remainder of the window stock. <br />Because the standards do not specifically address the present situation the <br />staff makes no recommendation concerning the proposal. <br />C.
