PROPERTY -- 1115 West Riverside Drive <br />South Bend, Indiana <br />OWNER -- Roger Skurski <br />DESIGNATION -- Riverside Drive Local Historic District <br />STATEMENT' OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Colonial Revival dwelling was apparently constructed <br />between 1918 and 1922. The architect was W.W. Schneider. The <br />structure is rated C/10 in the Indiana Historic Sites and <br />Structures Inventory. An accessory garage sits at the rear of <br />the lot along the alley but is accessed by a driveway from <br />Riverside Drive. The rear yard is enclosed on the west side <br />with a recent unpainted fence composed of dog-ear pickets in <br />shadow-box configuration. The -separation along the alley is an <br />older 6 foot. fence caffposed of tightly spaced 6 inch painted <br />pickets with a pointed top. <br />PROPOSED CHANGE <br />The applicant proposes to replace the fencing along the alley <br />with new material. The pickets are to be dog-eared to match the <br />more recent material along the west property line but are to be <br />of the same height and spacing as the existing material. <br />STANDARDS <br />The Preservation Standards for Building Site and Landscaping <br />state that: <br />"No changes may be made to the appearance of the site by <br />removing old plants, trees, fencing, -walkways, outbuildings and <br />other elements before evaluating their importance to the <br />property's history and development." <br />(I.B.3) <br />and <br />New Site work should be based upon actual knowledge of the <br />past.... New site work should also be appropriate to existing <br />surrounding site elements in scale, type and appearance. <br />(I.B.2) <br />
