CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY - 615-617 Riverside Drive <br />South Bend, Indiana <br />OWNER - Dennis Laskowski <br />DESIGNATION - River Bend Local Historic Preservation District <br />STATEMENT OF SIGNIFICANCE HISTORIC CONTEXT <br />This dwelling was constructed in the American Foursquare style in 1914. It is <br />rated C/10 in the Indiana Historic Sites & Structures Survey. At the time of <br />the survey in 1987, it was described as being in good condition. The River <br />Bend LHD was created in November 1992. The structure was resurveyed in June <br />1993, and found to be in altered condition, with the removal.of porch features <br />and second story stucco. <br />PROPOSED CHANGE <br />The Owner proposes to: <br />1) Install aluminum wrap around window trim at second story windows. <br />2) Increase width of sidewalks around side of house and garage to 31 inches. <br />3) Install vinyl "Bead Board" to porch ceiling. <br />4) Install wood railing on front porch and wood handrail at front steps. <br />STANDARDS <br />The treatment level for River Bend LHD is "rehabilitation". The Guidelines <br />state that it is: <br />1) "No approval shall be necessary for changes in lawns, shrubs, walkways, or <br />semi-permanent surface changes in the rear of houses." <br />2) Required - "The existing or original architectural detail around windows, <br />porches doors, and eaves should be retained or replaced by replicas of the <br />same design and materials when deteriorated beyond repair.p <br />3) Recommended_- "Whenever possible, the original building materials should be <br />restored. Metal or vinyl siding may be used as an alternative to maintaining <br />or replacing the original surface material when it resembles the original <br />surface material.' <br />4) Required - "Existing and original porches and steps, including handrails <br />balusters, ..... shall be retained or replaced by replicas of the same design <br />and materials when deteriorated beyond repair. 41 <br />RECOMMENDATION <br />All items of this proposal represent a reapplication for items which were <br />requested and denied in 1993 after designation of the LHD and before the <br />adoption of the final Design Guidelines. Staff will comment on each item <br />listed in the order shown above. <br />1) Aluminum window trim wrap - Existing trim is not deteriorated and would <br />require alteration/simplification to accomplish proposal. Staff recommends <br />denial. <br />2) Increase width of sidewalks - Backyard (& sideyard in this case) surface <br />alterations are shown special dispensation in the standards. COA may be issued <br />without approval. <br />page 1 <br />
