CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- 1314 East Wayne (N) <br />South Bend, IN 46615 <br />OWNER -- Jeff and Susan Bernard <br />DESIGNATION -- East Wayne Local Historic District <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The house at 1314 East Wayne (N) is located in the East Wayne Local Historic <br />District. It was rated C/10 on the Indiana Historic Sites and Structures <br />Inventory. The house is a Colonial Revival designed by H.R. Stapp and built <br />in 1926 by Whitcomb and Keller. At the time of the survey (1986) it was <br />considered in excellent condition with minor alterations. The alterations <br />included aluminum storm windows on the second story and an aluminum storm <br />door. There is also a one story hipped addition to the east rear. <br />PROPOSED CHANGE <br />The applicant proposes the change out of five (5) windows in the attic. <br />These include two (2) dormer windows on the north facade; two (2) quarter <br />round windows on the west facade; and one (1) half round window on the <br />east facade. Each would be replaced with sized to fit Andersen replacement <br />windows. <br />STANDARDS <br />The district standards state (II. C. 1.) "Original windows . . . shall <br />be retained or when determined beyond repair, replaced with units and <br />trim resembling the original." <br />and (II.C.2.) "For energy efficiency, steel casements may require interior <br />storm windows." <br />and (II.C.3.) "Original windows . . . shall not be discarded when they can <br />be restored and reused in place." <br />RECOMMENDATION <br />The staff opposes this proposal. A site visit on February 14, 1994 yielded <br />no evidence that the original windows were "deteriorated beyond repair". <br />The staff believes that repair of the existing, original windows is possible <br />and appropriate as regards the East Wayne Local Historic District standards. <br />C.
